The Program desires advocates who represent the best interests of abused and neglected children in court. Our Guardians ad Litem are independent from the court and the child welfare system and are appointed by a judge to represent a child's best interests in court proceedings.

Since its inception, the Minnesota Guardian ad Litem (GAL) Program has committed itself to giving abused and neglected children a strong voice in our court system. The Minnesota Guardian ad Litem Program is a state agency providing services throughout the state of Minnesota.

Position Description

Organizational Development Manager- Supporting advocacy through Leadership
We are seeking a full-time (1.0FTE), exempt Organization Development Manager to develop comprehensive long and short-range plans and projects; provide leadership and coordination of projects, procedures, education and development, and recommendations on policies on behalf of the Guardian ad Litem program. The ideal candidate will possess knowledge, familiarity and understanding of the dynamics that impact families within the community such as: socioeconomic disparities, historical trauma, child abuse, domestic abuse, chemical dependency, and developmental disabilities. This position is a hybrid position where the selected candidate will work remote or in office, however, significant travel throughout the area may be required.

Introduction:
This is highly responsible managerial work which involves designing training program curricula, implementing, and evaluating training, education and organizational development activities and continuing education programs consistent with statewide GALP education plans and strategies. Work also involves consulting with managers and supervisors to assess, analyze, diagnose, develop, and implement solutions to improve workplace and team effectiveness, efficiency and morale. Work may also include liaison activities with statewide workgroups, committees, and offices. Work is performed independently, and initiative is required in developing and implementing developmental programs to meet the needs of the Guardian ad Litem Program. Primary Responsibilities

Primary Responsibilities: (additional detail on responsibilities provided upon hire)

  • Managing staff who develop and deliver a variety of training programs, that includes defining learning objectives, planning course content, preparing course materials, and oversight of training contracts. Advise and assist the district in the development of Organizational Development objectives. Collaborate with program divisions, to meet organizational development, training, and education objectives.
  • Analyze trends, research data, changes in laws, rules, and regulations to determine impact on the program and make recommendations for response. Conduct studies, needs assessments and special projects to determine the need for and type of changes required in services in response to changes in the environment and make recommendations for program implementation. Participate with other staff in developing and implementing long- and short-range plans to address changing service needs, changes in legislation, and to respond to specific problem areas.
  • Analyze evaluation data on services provided by the program for compliance with goals and objectives and recommend corrective action where necessary.
  • Prepare legislative proposals in response to the needs identified for the program.
  • Oversight of centralized contract management lifecycle (including RFPs and other procurement needs). Liaison between vendors and MJB finance. Oversees compliance through preparation and submission of monitoring reports to the board.
  • Analyze proposals submitted by the program for funding and make recommendations based on needs, appropriateness of service, and availability of funding. Develop and implement targeted fundraising strategies to raise private and public resources to help meet the needs of the program, to include grant writing.
  • Coordinate the work of the program and applicable community groups to develop, implement, plan and structure to carry out strategies and action steps. Develop recommendations to integrate and coordinate program efforts across the state.
  • May on occasion direct the work of others in activities relating to the planning function or the implementation of plans.
  • Ensures that the program annually assesses the educational needs of its employees and develops an education plan to address those needs. Implements the annual training plan.
  • Board and legislative support in partnership with the Program Administrator, as needed.
Qualifications

Knowledge, Abilities and Skills

  • Knowledge of the basic principles and concepts of planning, and analysis.
  • Knowledge of government organization at the federal, state, and local levels.
  • Knowledge of the overall mission, organization, policies and procedures, responsibilities and authorities of the program, as well as its statutory mandates and judicial constraints.
  • Knowledge of human development and behavior, group dynamics and group process.
  • Knowledge of basic analytic techniques including statistics and organizational theory.
  • Ability to prioritize and develop grant requests.
  • Ability to understand and use research, evaluation, and statistical information.
  • Ability to quickly comprehend and assimilate large volumes of new materials.
  • Ability to set priorities and develop and present pertinent information in clear and concise terms. Ability to translate general goals into specific measurable objectives.
  • Ability to identify issues and determine their interrelationships for action and anticipate the potential outcome of a course of action.
  • Ability to handle problems of a special or confidential nature.
  • Ability to establish and maintain effective working relationships with court personnel, community groups and public officials.
  • Ability to operate a computer, including business software such as email, Word processing and spreadsheets.
  • Skill in written and oral communication. Skill in interviewing.
Minimum Qualifications: (Any combination of training and work experience which indicates possession of the knowledge, abilities and skills listed above. An example of an acceptable qualification for this position is:)

Possession of a Bachelor's Degree from an accredited college or university in business administration, public administration, social or behavioral sciences or a related field and extensive increasingly responsible professional level administrative experience including six years of experience in planning, service delivery, or a related function appropriate to the department to which assigned.

Preferred Qualifications: Master's degree and considerable related experience preferred.

**Successful candidate must pass background check upon hire and repeat background checks every three years thereafter. Supplemental Information

The Location:
The work is performed primarily in an office setting. Considerations for a hybrid position can be made where the selected candidate may work both remotely and in an office setting located at the MN Judicial Center in St. Paul, MN. The position will require travel through-out the State of Minnesota to provide in-person staff training/workshops.
