Assistant Vice Provost & Title VI Coordinator
We are seeking an Assistant Vice Provost & Title VI Coordinator (Title VI Coordinator), to whom leads the University’s efforts to ensure compliance with Title VI of the Civil Rights Act of 1964, which forbids discrimination and harassment on the basis of race, color or national origin, including shared ancestry, ethnic characteristics, and/or religious identities. The Title VI Coordinator serves as a central contact and liaison with various University components and officials such as Student Affairs, Student Health and Well-being, Human Resources, the Office of the General Counsel, the Office of Diversity and Inclusion, and Deans and their Staff to identify, assess, and resolve Title VI issues, and to implement and maintain supportive measures and other remedies. In addition to Title VI compliance, this role also provides strategic vision and leadership on compliance with all categories covered by Johns Hopkins University’s Discrimination and Harassment Policy & Procedures (“DHPP”).

The Title VI Coordinator reports to the Vice Provost for the Office of Institutional Equity (“OIE”) and (along with the Associate Vice Provost & Title IX Coordinator) will supervise a team of Equity Compliance Investigators in OIE, who investigate complaints involving and/or impacting members of the University community. As a neutral party, the Title VI Coordinator will review DHPP investigations (including Title VI investigations) conducted by the Equity Compliance Investigators and will ensure that appropriate follow up action occurs promptly. In addition, the Title VI Coordinator will serve as a point of contact for faculty, staff and students on matters falling under the DHPP.

Specific Duties & Responsibilities

The Title VI Coordinator will primarily focus on ensuring compliance with Title VI and the DHPP and carrying out the following duties,
Review and provide timely feedback to a professional team of attorneys (Equity Compliance Investigators).
Develop, implement, and manage processes and procedures to prevent the occurrence of harassment and discrimination based on protected characteristics in JHU’s work and learning environments.
Promptly and effectively respond to instances of race, color and national origin harassment and discrimination, as well as all other forms of protected category-based harassment and discrimination, and prevent recurrence of such issues.
Partner with the Office of Student Affairs, the Office of Diversity and Inclusion, the Office of Human Resources, the Office of Student Health & Well-Being, and other JHU administrative offices to identify and implement supportive resources for students, faculty and/or staff who may have experienced a hostile environment.
Ensure that all DHPP complaints are organized, managed, and tracked in OIE’s case management database.
Monitor case management database to ensure timely and effective responses to complaints under the DHPP.
Manage climate assessments to identify and address hostile environments caused by discrimination or harassment.
Create and present training materials to educate the University community on the University’s Title VI obligations.
Recommend updates to the DHPP based on legal and regulatory updates, or where mandated to do so by external agency/ies.
Perform other duties as assigned, including participation on University-wide committees or new initiatives.

Ability to work collaboratively and professionally across multiple constituencies to resolve complaints in a neutral, sensitive manner.
Working knowledge of nondiscrimination laws and compliance regulations (including Title VI, Title VII, Title IX, ADA/Section 504, ADEA, and other civil rights laws).
Complaint investigation experience in higher education.
Experience developing and presenting educational materials on harassment, discrimination, and retaliation.
Ability to work across departments and interact effectively with senior leaders.

Minimum Qualifications
JD from an accredited law school.
Seven or more years of experience investigating discrimination/harassment complaints in a higher education setting.
Other comparable experience may serve as a substitute for investigatory experience (i.e. litigation experience, HR investigatory experience).
Prior managerial experience.
