Reporting to the Manager Accounts Payable, Supervisor Accounts Payable is responsible for overseeing the operational activities of the Accounts Payable function. This position ensures all disbursements for goods and services are made and recorded in accordance with Generally Accepted Accounting Principles (GAAP) and consistent with established policies and procedures. The Supervisor Accounts Payable ensures compliance with the Gaming Commission’s Tribal Gaming Minimum Internal Controls (TICS) and the Gaming Commission Regulations (GCR), by studying standards, enforcing adherence to requirements, and advising management on needed actions. Additionally, the Supervisor Accounts Payable investigates and handles complex payment issues and vendor complaints that have been escalated and require immediate attention. The Supervisor Accounts Payable is also responsible for keeping the Manager, Accounts Payable, updated on issues that require escalation

Essential Duties & Responsibilities

1. Provides strong leadership and directs day-to-day workflow for Accounts Payable  team members by increasing skill sets, maximizing productivity to optimum levels and  ensuring payments are made in accordance with business terms. 

2. Reviews a large volume of invoice postings prepared by the Accounts Payable staff and ensures their accuracy and timeliness of entries including tax calculations (i.e., obtains  proper supporting documentation, approvals, general ledger coding, vendor name,  contract terms and due date). 

3. Reviews and processes payments (i.e., checks, wire transfers and ACH transactions) and in accordance with the Accounts Payable policies and procedures.  

4. Assists in all month-end/year-end Accounts Payable accrual requirements within  assigned timelines and provides supporting documentation to General Ledger. 

5. Monitors and reviews system generated reports, Received/Not Invoiced Report (RNI) and Accounts Payable trial balance, and Accounts Payable aging, to ensure that payments are made in a timely manner. 

6. Works effectively and cohesively with Accounts Payable and other departments to ensure proper flow regarding invoices and related assistance as it pertains to Accounts Payable; and Works with the Accounts Payable Manager to develop and implement policies and procedures, short and long-range goals, objectives, and plans that affect the Accounts Payable area. 

7. On a quarterly or annual basis is responsible for the accurate preparation of required forms and filings for state or federal requirements (i.e., Form 1099).  

8. Reviews Independent Contractor reports to Employment Development Department  (EDD) and CA form 592 to the Franchise Tax Board. Reviews and verifies that vendors  who are subject to special reporting requirements are set-up correctly to ensure that  the company complies with such reporting to state and governmental agencies.  

9. Performs other duties as assigned to support the efficient operation of the department and assumes other responsibilities, duties, tasks and assignments that contribute to the mitigation or response to any public health emergency. 

Supervisory Responsibilities

Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.   Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.  Makes hiring decisions and designs individual development plans with succession planning in mind for all key roles. 

Education/Experience/Qualifications 

  • Bachelor’s degree in Accounting or Business Administration required; if in Business Administration, concentration in Accounting is highly preferred. 

  • Minimum of five (5) years related progressive experience is required. 

  • Minimum of three (3) years’ supervisor experience is required. 

  • Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above. 

  • Demonstrated leadership, ability, and aptitude for computer systems and spreadsheet analysis. 

  • Intermediate to advanced user of integrated computerized accounting systems (emphasis on Accounts Payable module). 

  • Strong knowledge of rules and regulations surrounding disbursement activity as it relates to reporting requirements. 

  • Must have demonstrated ability exercising utmost discretion with confidential information including, but not limited to: credit card information and personal or financial data from customers and vendors.  

  • Experience working in the following areas: casino, hospitality, construction, and tribal government is preferred. 

  • Willing to work overtime, especially at the end of the month/quarter/year. 

Certificates/Licenses/Registrations
  • At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.
