JOB SUMMARY: This is a Direct Hire Public Notice. Please read this Public Notice in its entirety prior to submitting your application for consideration. This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), Platform and Infrastructure Acquisition Division (PIAD), with two vacancies in Silver Spring, MD. MAJOR DUTIES: As a General Engineer, you will perform the following duties: Serve as Program Manager for Class A, Class B, Class C, and/or Fleet Recap programs. Manage, lead, oversee and monitor design and construction projects to determine the suitability, feasibility and reasonableness of modifications required to extend a ships life or the design of proposed new ships. Apply knowledge in naval design/construction management, logistics support and oversee special studies of the various ship programs, operations, and organizational efficiency and effectiveness using qualitative and quantitative methods. Manage budgets, schedule, and project scope/requirements as it relates to the program. Manage ship acquisition, including the design and construction of new vessels. Execute a wide range of analyses, engineering, construction, and arrangement studies, economic analyses and detailed design work. Ensure accurate communication of program standards and activities within and outside the Agency. Monitor contractor performance and progress for the Platform & Infrastructure Acquisition Division (PIAD). Communicate with vendor representatives concerning contract performance and timeliness. Provide ship construction oversight and management. Provide guidance in formulating, evaluating and studying technical ship design issues. Prepare and/or evaluates contract plans and specifications. Create and manage schedules, reports, studies, and estimates for all phases of ship construction, alteration and repair. Prepare detailed working drawings, vendor drawings, or supporting calculations of the ships basic characteristics, mechanical systems, electrical installations and systems, hull piping and air conditioning, hull fitting arrangement, safety and lifesaving equipment, communications, mission systems, and interior arrangement. Revise existing policies and procedures addressing procedural issues. Ensure the effective implementation and execution, and program management for ship design and construction. Determine impacts of new or revised standards and policies. Investigate, evaluate, advise on and offer recommendations on problems involving programmatic changes that could include the conversion, alteration, repair, or modernization of vessels.
