JOB SUMMARY: This position located in Chickasaw National Recreation Area, in the Facilities Management Division. MAJOR DUTIES: This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of nine years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service. The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action. Major Duties: - This position performs project management duties which support an organization that provides engineering, architectural, and landscape architectural advice and guidance on the planning, designing, constructing, expansion, rehabilitation and/or re-purposing of existing and/or new structures and facilities. Project work may include, but is not limited to, the following types of structures or facilities: campsites, visitor centers, lodging, employee housing, potable water systems, wastewater systems, communication systems, roads, bridges, historic structures/features, cultural landscapes, trails, parking, bus facilities, transportation systems, buildings and administrative structures. - Works with park to analyze facility problems or needs. Gathers data necessary to describe and understand the problem or need and investigates and evaluates a wide range of technical solutions. - Creates basic project outlines and conceptual cost estimates, providing support to park management seeking prioritization for a variety of regional and national funding programs. - Creates detailed project cost estimates, and contributes to project narratives (descriptions, justifications, criteria, etc.). Maintains a working understanding of the role and operation of NPS facility and project management software tools. Participates in project tracking system to ensure management has access to timely data regarding project status. - Reviews requirements of the Quality Assurance Checklist and works with staff and internal technical experts to address requirements such as compliance, sustainability, and code requirements. - Develops or supports development of schematic design alternatives that meet the requirements determined during Pre- Design. A Class C cost estimate is prepared for each alternative. Supports the initiation of Environmental Assessment (EA) or Environmental Impact Statement (EIS) and evaluates projects for potential environmental effects and ensures compliance with the National Historic Preservation Act (NHPA) and the National Environmental Policy Act (NEPA). Development of a preferred alternative, based on the outcomes of Value Analysis, completes this phase. - Provide assistance to the Project Manager and/or Contracting Officer (CO) by developing assisting in the development of a design scope of services, including information on project scoping and pre-design. Work may also include developing assisting in the development of scopes of work for Design-Build contracts. Assists in the preparation of an independent government estimate of professional services costs and assists the Project Manager and/or CO in selection of, negotiation with and award to an Architect-Engineer (AE) contractor. - Analyzes the project site, and for funded projects verifies the project information submitted with the funding request, to develop a program for the project, exploring requirements and contextual parameters. Work includes revisiting needs and assumptions driving the project to verify that the proposed solution is appropriate and feasible. Follows NPS design and construction protocol.
