Description: Global Supply Chain (GSC) Proposal and Affordability Lead - Fixed Wing Sensors Programs.

Proposal Lead:

Primary GSC representative for all Fixed Wing Sensors program’s (IRST & Sniper) proposal phases including initial, updates and certifications.

Responsibilities include:

Position organizes, plans, collects, reports, and oversees the GSC / Procurement input on all proposal activities to assure timely proposal submissions of all procured material, parts, assemblies, equipment, labor, and travel, and in compliance with government regulations, RFP specifications and program commitments.

Develops supplier RFP Letter templates for the subcontract items and leads central procurement proposal kickoff meetings and bid template reviews for the less complex items.

Coordinates Cost Analysis scheduling and completions with the Evaluation Team.

Participates in proposal walk-downs with management and customer representatives as necessary, fact-finding meetings and customer RFI responses.

Researches and analyzes historical cost data, develops trend models in support of negotiation strategy.

Frequent interfaces with both internal and external customers including Sr. Management.

Participates as the GSC member of the contract negotiating team.

Focal point for post-Award audits of prior proposals.

Lead organization of, and strategy associated with startup of procurement efforts after award to include bundling strategies and timing considerations to support the internal operating plan and customer need dates.

Affordability Lead:

Primary GSC representative for program affordability initiatives that involve the supply chain. Responsibilities include:

Position organizes, plans, collects, reports, and oversees supply chain affordability efforts for the program, working with IPTs to establish supply chain strategies to ensure the system architecture meets affordability requirements. This includes management of the affordability pipeline, ensuring initiatives are moving through execution into savings realization and backfilling with new opportunities.

Work with key suppliers to establish an affordability program at their site and will help create step down plans to ensure we meet program affordability targets / negotiated positions for future business.

Will require strong organizational skills and cross-functional coordination with supply chain, production, quality, and engineering.

May act as project manager for specific high impact initiatives and facilitate key affordability events / activities.

Basic Qualifications:

Must be able to obtain a Secret security clearance

Thorough knowledge of acquisition policies and procedures such as LMAP, with associated knowledge of FAR/DFAR requirements with concentration in FAR 15.403-4 (Certified Cost or Pricing Data)

Demonstrated team negotiation experience

Working knowledge of standard contract types

Ability to interact with senior internal and external personnel on significant matters (briefings, reviews, audits, strategy development) which often requires coordination between functional organizations.

Demonstrated problem solving skills

Business acumen and ability to make business-based decisions

Demonstrated ability to lead a team and work in a collaborative environment

Proficient computer skills including Word, Excel, and PowerPoint

Team oriented with demonstrated organizational skills

Excellent verbal and written communication skills

Able to travel

Ability to Work Remotely: Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process.

Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.

Schedule for this Position: 4x10 hour day, 3 days off per week
