Duties

As a Project Scheduling Specialist, you will:
Maintain, update, and utilize the EFLHD PMIS (comprised of Oracle Primavera P6, Power BI, SharePoint and Microsoft Office applications) and project schedule information to assure that the division's projects stay on schedule and on budget. Review and analyze the output data of the scheduling system to determine and recommend revisions to individual project design processes to improve the efficiency of the allocation of resources. Work closely with the EFLHD project managers to instruct and assist them in the use of the scheduling software and to help them keep their projects on schedule. Attend project status meetings to assist project managers and others in explaining project schedules. Create resource (and cost) loaded schedules, resource histograms, resource bar charts, project bar charts, project update reports, and other reports as needed by project managers, management, and others. Develop, implement, and maintain a training program for PMIS users. Provide guidance to engineers and other users on how the project scheduling system can be used on highway design and construction projects.
The ideal candidate for this position is a career professional with experience using project management and business scheduling software applications to ensure projects are delivered on schedule and within budget and has experience assisting staff in the use of a Project Management Information System (PMIS). In addition, the successful candidate will possess strong communication skills to provide both oral and written guidance to employees and management on PMIS functions, practices, and procedures.

CONDITIONS OF EMPLOYMENT:

BACKGROUND INVESTIGATION: If you are not a current Federal employee, you will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed). TELEWORK ELIGIBILITY: This position is eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency's telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.

Qualifications

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:
Experience using scheduling software to create resource (and cost) loaded schedules, histograms, resource bar charts, project update reports and similar reports.
To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-12 on Education alone, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
Experience using scheduling software to create resource (and cost) loaded schedules, histograms, resource bar charts, project update reports and similar reports; AND Experience applying project management procedures and processes and providing guidance to Project Managers and/or staff; AND Experience developing technical reports and preparing briefings to customers.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will also be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Computer Skills - Uses computers, software applications, databases, and automated systems to accomplish work. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.
For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
