Responsibilities
Lead and oversee all aspects of the Connecticut Medicaid Enterprise Technology System (CT METS) program. Ensure the successful implementation of the CT METS program outcomes, including whole person-centered service delivery, streamlined provider supports, strengthened program integrity, and modernized technology platforms. Take charge of a team consisting of professionals knowledgeable in functional business and technology fields. Collaborate with senior agency leaders, state government officials, community-based partners, and technology vendors. Establish key performance indicators and metrics to drive technology delivery and efficiency. Manage vendor contracts and ensure objectives are achieved.
Position Details
Monday through Friday40 Hours Per WeekHybrid: a mix of both remote and on-site presence, the hybrid model will need to be fluid and will be based on business needs of the program.NOTE: Incumbent will be placed in the vacancy under durational appointment, initially a three-year contract. PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for making or conducting a special inquiry, investigation, examination or installation pursuant to Section 5-198(n) of the Connecticut General Statutes.
EXAMPLES OF DUTIES
The Director of Technology Modernization, Medicaid Programs will report directly to the Deputy Commissioner & Chief Strategy Officer and have tight alignment to the State Medicaid Director within DSS.
Leadership, Planning & Execution.Manage the overall CT METS program to deliver outstanding services to Connecticut residents.Ensure efforts are aligned to the strategic goals and outcomes for Medicaid and Federal requirements.Center user experience in planning and design by conducting UX research with DSS workforce, peer agency staff, community service providers and the wide range of service recipients who engage with programs/receive benefits facilitated by CT METS. Lead all aspects of the change management process, including ensuring stakeholder buy-in (both internal and external) through exceptional communication strategies and leading the development and socialization of roadmaps and project plans.Ensure adequate coverage of resources, tools and technology to achieve program outcomes.Oversee all program financials, including program budget, forecast, vendor burn rates, financial modeling and cost benefit analysis.Strategic Communication & CollaborationDevelop and drive all essential communication to ensure organizational change success.Cultivate relationships with internal and external Medicaid program stakeholders to ensure coordination on cross-agency needs across existing and planned investments to ensure alignment to planned outcomes.Brief key state leadership including the DSS Commissioner, the Governor’s Office, state cabinet members, and legislative leaders, potentially to include testimony before state legislative committees.Engage, optimize and leverage expert supporters and providers of technical assistance in higher education, philanthropy, and leading thinkers in CT and beyond.Ensure the success of business outcomes by understanding the value of the projects and ensuring the appropriate level of transparency via important metric reporting and other communications.Maintain positive relationships between vendors and shared service providers to ensure high quality and timely results.Change Controls & Risk MitigationAdapt and lead change and mentor others in the acceptance and support of change and the ability to formulate questions and ideas.Identify opportunities for expediting timelines, resource constraints, and complex project issues and risks.Track and handle dependencies across multiple projects.Lead escalation processes to make issues visible to partners and leadership.
PREFERRED QUALIFICATIONS
BA/BS Degree in Computer Science, Management Information Systems, or Business Management.Five (5) years of experience in the healthcare industry or with Medicaid.Five (5) years of experience leading large scale, multi-year technology modernization programs.Experience in leading decision-making processes in a matrixed environment.Background in establishing key performance indicators and metrics to drive technology delivery and efficiencyPrior experience supervising vendor contracts and deliverables in the public sectorOutstanding communication of complex technical and non-technical information at various levels both within the organization and with residents and other external stakeholdersKnowledge with MS Office suite of tools: Project, SharePoint, Visio, Power Point, Excel, TEAMS and Power BIUnderstanding of Medicaid policy and financing
