About the Role

We are seeking a highly skilled and qualified Behavioral Health Program Manager to join our team at the State of Connecticut, Department of Administrative Services. As a key member of our Behavioral Health Community Services team, you will be responsible for overseeing multiple substance use contracts for adults and adolescents throughout the state.

Key Responsibilities
  • Manage large multi-faceted projects involving multiple disciplines and agencies
  • Manage and prioritize several tasks at once and coordinate with other Behavioral Health Program Managers, Program Supervisors, and Project Managers with other state agencies
  • Be knowledgeable and have experience in Substance Use Disorder and ASAM Criteria
  • Supervise other projects and manage million-dollar budgets and contracts
Requirements
  • Eight (8) years of experience in business or healthcare administration, program development involving responsibility for financial management, budget development, or grants management, professional healthcare or social services
  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) years of experience to a maximum of four (4) years for a Bachelor's degree
  • A Master's degree in public or healthcare administration, a Master's degree in business administration with a specialization in health services or hospital administration, a Master's degree in social work, or a Master's degree in a related healthcare discipline may be substituted for one (1) additional year of the General Experience
Preferred Qualifications
  • Experience utilizing data to monitor, evaluate, and improve program performance
  • Experience maintaining accurate records and compiling statistical data from data dashboards in real time
  • Experience with program and/or fiscal evaluation of contracted human service programs
  • Experience working with Excel, including the use of pivot tables and other web-based collaborative forums, e.g., SharePoint
  • Experience with Medicaid systems and Department of Public Health Substance Use Standards
  • Experience with the American Society of Addiction Medicine (ASAM 3rd) Edition
