In this Supervisory Emergency Management Specialist (Recovery) position, you will serve as the Closeout Branch Chief within FEMA Region 9 Recovery Division.

Typical assignments include:

Provides technical and administrative supervision to a regional staff that engages in assisting individuals and/or communities in providing Public Assistance (PA) closeout support and activities.
Exercises supervisory responsibility for ensuring regional recovery operations me executed in accordance with headquarters guidance and that they follow emergency management-related directives, regulations, policies, laws, standards and guidance in order to provide survivor-centric assistance.
Interacts with the State emergency management directors and their senior staffs, to include providing updates on policy and procedure changes, feedback on operational closeout issues, advises and counsels on closeout requests, and resolves conflicts that arise to the senior level. Serves as regional expert in the recovery statutes relevant to the issuance of FEMA regulations and policy development. Directs the analyses of complex legal and policy issues related to regional PA closeout operations.
Assignments involve the delivery of the Recovery PA Program during closeouts of project worksheets related to federally declared emergencies and disasters declared under the Stafford Act, as amended, including the Fire Management Grants Program (FMAG).
Exercises technical and administrative supervisory controls that me in keeping with a first level supervisory position. Plans and schedules work to be accomplished by subordinates. Oversees staff assessments, inspections, or evaluations of recovery processes, plans, standard operating procedures, or guidance for compliance with established emergency management directives, regulations, policies, laws, standards, and guidance.

What else do I need to know?

Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Appointments to CORE positions are typically between two years and four years in duration and may be renewed based upon workload needs and funding availability. Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA.
