Duties

At the full performance level, major duties include:
Serves as subject matter expert for the Division on a broad range of complex deposit insurance coverage issues. Serves as a resource for Division staff, providing assistance and guidance on complex and unusual insurance coverage questions. Assists the supervisor and other senior Division management in the development of educational and outreach programs and coordination of operating policies and procedures related to the work of the Deposit Insurance Outreach Section. Serves as a senior subject matter expert for the development and enhancement of computer-based systems, tools and resources that are critical to the effective operation and management of the FDIC's deposit insurance outreach program. Develops detailed and authoritative written guidelines, manuals and other resource materials designed to provide senior bank managers and sophisticated bank customers with a clear and comprehensive understanding of how the FDIC's rules for insurance coverage apply to complex deposit account structures. Makes presentations to senior bank representatives and industry trade groups concerning FDIC deposit insurance coverage and FDIC systems, tools and products designed to support the operations of insured institutions. Conducts and participates in formal training seminars and other outreach activities to educate bankers, representatives of government and business organizations, consumer groups, and others about FDIC insurance coverage and FDIC systems, tools and resources that are part of the FDIC's deposit insurance outreach program. Develops and maintains professional contacts and working relationships outside the agency and the Division to assist in the gathering of information to research and evaluate issues and trends, and develop strategies for meeting the goals and objectives of the organization. Participates in developing and revising consumer affairs policies, procedures and guidelines. Assists with activities of the Washington Office and the Consumer Response Center relating to the administration and review of time-sensitive correspondence and complaints and inquiries assigned to Washington and the regions, including those involving fair lending and unfair and deceptive practices. Assists with the section's quality review process regarding the investigation and response to complaints and inquiries. Researches issues and analyzes complaint data for use in drafting policies and procedures, management reports, briefing papers or draft recommendations. Analyzes trends in complaint data and prepares reports for division management.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Grade 13: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-12 grade level or above in the Federal service. Specialized experience is defined as experience providing technical expertise on Deposit Insurance laws, programs or regulations; producing reports from a database management system; and developing guidelines, manuals or other informational tools related to Deposit Insurance and federal consumer protection law.

Grade 14: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-13 grade level or above in the Federal service. Specialized experience is defined as is experience providing technical expertise on Deposit Insurance and federal consumer protection laws; reviewing data from inquiries related to deposit insurance issues for potential problems or trends; and developing written guidelines, manuals or other outreach materials and tools related to Deposit Insurance including brochures, manuals, guides, and requirements for the Electronic Deposit Insurance Estimator (EDIE).
