Role Summary:


The Business System Analyst and User Acceptance Testing Manager is adept at using Agile and Scrum methodologies to deliver high-quality software solutions that meet the complex needs of health plan programs. This pivotal role involves not only managing system analysis and enhancements but also leading User Acceptance Testing to ensure our solutions are effective and compliant. This role manages a team of Business Systems and User Acceptance Testing Analysts.



Major Tasks:

1. Lead, manage and mentor the Business Systems Analyst and User Acceptance Testing (UAT) team to ensure all software solutions are robust, scalable, and compliant with federal & state regulations.

2. Facilitate and improve Scrum and Agile practices within the technology team, focusing on efficiency and effectiveness in delivery.

3. Work closely with Product Owners and Stakeholders to define user stories, ensuring they are clear, concise, and aligned with business goals.

4. Develop sprint planning strategies and lead daily stand-ups, sprint reviews, retrospectives, and planning meetings to ensure continuous progress and team alignment.

5. Collaborate with development teams to prioritize and refine backlogs, focusing on critical system requirements that enhance user experience and operational performance.

6. Oversee the integration of new technologies and enhancements, ensuring they meet strategic business objectives and are delivered within the established timelines.

7. Manage documentation related to system configurations, processes, and compliance with all regulatory standards.

8. Develop comprehensive UAT plans, oversee the testing phase to verify that requirements are met, and ensure that system modifications are flawlessly executed

9. Provide leadership through career development, performance management, and training of the Business Systems Analysis and UAT teams.

10. Ensure strict adherence to DHCS & CMS regulations, security, and data privacy standards in all technology initiatives.

11. Establish and track metrics to demonstrate Department maturity and SLAs.



Experience requirements:


A minimum of Ten (10) years of information systems experience as a Lead or Manager. Proven leadership experience, mentoring, and developing a team at a leadership level.

Must have extensive experience in:

• Agile methodologies and leading/managing agile teams

• Successful created and managed IT BSA or UAT function.

• Bringing in thought leadership to the organization.

• Experience as facilitator and negotiator/mediator.


Skills:

• Strong planning, organization, critical thinking, decision-making, and communication (verbal and written) skills.

• Budget management skills. Proven skills in budget preparation fiscal management.

• Group presentation, leadership, team building, analytical and organizational skills.

• Excellent client service skills

• Excellent time management skills with a proven ability to meet deadlines.

• Strong analytical and problem-solving skills


Proven ability to:

• Be a manager with a hands-on approach in a complex fast-paced business environment.

• Present issues and challenges in senior management forums.

• Work with a team of professionals from various disciplines.
