Title: SMS Manager

Reports to: Director of QA, Safety, Training, & Compliance

Based at: CAS Headquarters ONT CA-Ontario International Airport

Job Type: Full-time


Position Summary:

Candidate will develop and implement an SMS program: Develop methods for risk assessment and training. Assist during FAA audits, customer audits and conduct internal SMS audits. Evaluates operations capabilities and recommends improvements. Assist in developing safety control policies and procedures.


Duties and Responsibilities

· SMS compliance

· Work with Managers to ensure execution of the SMS program processes.

· Validate Safety Documentation of employees

· Attend required meetings to keep Operations current on SMS status, or issues and to provide support as needed.

· Develops plans using SMS standards, and process control instructions for use by the repair station to monitor and reduce variations.

· Leads team/s that include customer and/or supplier representatives to identify and permanently resolve problems.

· Assessing Line Maintenance Operations to SMS standards to our 145 CFRs and Part 121 customers.

· Participate in external audits as required.

· Assist in audit NCR/CAR responses resulting from internal or external audits

· Track and maintain the database of all SMS audits.

· Validate risk mitigations.

· Assist in developing training programs for implementation of SMS.

· Work with the training manager in maintaining a quality and safety training program.

· As Necessary, performs other related duties of which the above are representative.


The Roles and Responsibilities of a Safety Manager

The Safety Manager of an organization will have multiple roles and varying responsibilities and operational realities of the organization. These roles and responsibilities will also likely evolve. The list below is not intended to capture all items, but rather provide a guide to establish a common baseline. Role will report to the Director of Quality, Safety, Training and Compliance.

1.1. Roles

The range of the Safety Manager’s role and the required competencies of the person(s) within the role will depend on the program within the organization. One size is not going to fit all when it comes to the position, role, and competencies of the person fulfilling the Safety Manager function.

Roles will include:

· An advisor for safety committees and senior management.

· An organizer and analyst of safety data and information.

· An integrator and developer of SMS processes and systems.

· A coordinator and communicator with various stakeholders; and

· A facilitator for training and safety information.

Often, competing company priorities associated with the marketplace, financial, staffing, growth, or other business needs can influence decisions by safety practitioners. In an ideal scenario, the Safety Manager would be entirely independent of the operational activity. This independence will allow the Safety Manager to provide impartial advice and review safety issues objectively, without fear of reprisal or discipline.

Often within very small to medium operations, the Safety Manager holds multiple roles within the company. For example, the Safety Manager may also be the safety inspector within the operation. In this scenario, organizations must maintain cognizance of objectivity and impartiality required for the Safety Manager to perform their functions effectively. For organizations that have a Safety Manager performing multiple roles, they should consider relevant and realistic options to ensure the greatest level of independence possible for the position.

The role of the Safety Manager may combine people management requirements to oversee the safety department as well as being a trusted advisor to senior management regarding safety data and information. In the same vein, the Safety Manager should ensure that operational departments’ safety management processes do not operate in

Minimum Qualifications, skills, and abilities:

· General computer and office skills including knowledge of Microsoft Excel and Word are a must.

· EDUCATION or TRAINING: Education within SMS, or 5 or more years related field experience in these disciplines.

· Directly worked with the related job experience and actively participated in the successful completion of internal and external customer audits.

· A FAA 145 Repair Station or equivalent e.g., Parts 121 or 135, experience,

· Knowledge of FAR’s, working knowledge of the regulations.

· Background and experience preferred in ISO 9001 and technical discipline of SMS. License Preferred, but not Required.

· Aviation & Power Plant License (A&P) (Airframe License acceptable) but not required

· TRAVEL REQUIREMENTS: Posses or be able to obtain a U.S. Passport for travel required for accomplishment of job duties. Ability to travel extensively (25%-35%) with overnight stays to support job functions throughout the network. Travel may include overseas.

· SECURITY & BACKGROUND: Must be able to pass aviation security Background Checks.
