Eugene, United States Lane County Full time

First Review Date of Applications: June 10th, 2024

About the Position

Lane County is recruiting for a Housing Production Manager to accelerate our efforts to address our region’s critical shortage of housing units. The Oregon Regional Housing Needs Assessment estimates our regional shortage to be 16,400 units across all unit types and affordability levels. While housing is often understood to be a largely municipal responsibility under Oregon law and land use practices, county government has defined a strategic augmentation role in partnership with cities across the county to increase the stock of shovel-ready, buildable lots within established urban growth boundaries.

We seek a candidate who excels in identifying and aligning partnerships, resources, and opportunities to bootstrap tangible progress in community development. This role presents a unique opportunity to make a meaningful impact on the housing crisis in Lane County and be an integral part of the solution. Join us in shaping the future of our community through innovative housing initiatives.

Responsibilities:

  • Strategic Leadership:

    • Serve as a thought partner with others focused on housing production in the public, private and nonprofit sectors.
    • Distill strategy into programmatic action to achieve results.
    • Deploy knowledge of federal and state programs to leverage resources and advance specific projects.
    • Advise county administration and the Board of County Commissioners on housing production policy and strategy.
  • Project Management:

    • Lead the planning, coordination, and evaluation of housing production projects from inception to implementation.
    • Seek, identify, secure, and administer public (state and federal) and private (philanthropic) grants to support housing production projects.
    • Navigate governmental processes, collaborate with local agencies, and ensure regulatory compliance.
  • Collaboration and Communication:
    • Work with diverse stakeholders including cities, community groups, government agencies, the construction industry, and the finance community to further county government’s understanding of how add value to regional housing production.
    • Lead internal, cross-departmental tables to coordinate and align various efforts within county government supportive of housing production objectives.
    • Provide periodic briefings and presentations to the Board of County Commissioners

About the Division

The Policy Division, a subset of County Administration, is a diverse team that leverages the integrated portfolio of work being done in Housing, Climate Change, Community Resilience and Recovery, Community & Economic Development, Grant Strategy Management, and Intergovernmental Relations to address high-priority local policy initiatives and achieve key strategic objectives. The Housing Production Manager is a valuable and critical member of this team.

Notes:
