Position Summary: Incumbent works under the general supervision of the Forestry Department
Director (supervisor). Routine supervision and technical duties are performed without reference
to supervisor who specifies scope of project, objectives to be met and results expected.
Instructions are provided for new or unusual aspect of work. Unusual or unprecedented situations
are referred to supervisor. Work is reviewed at appropriate intervals for technical adequacy,
accomplishment of objectives and coordination with other Forestry section activities.
This job description is illustrative only of the responsibilities performed by this position and is
not all-inclusive
Essential Duties and Responsibilities:
Performs full range of administrative duties directing Forest Development and Restoration
Programs. Includes supervision of project managers, crew bosses, heavy equipment
operators, and technicians for a work force of up to 50 personnel.
Responsible for data collection, data processing, and data analysis for all project activity
relating to forest development or restoration.
Plans and coordinates the timber stand improvement program; prescribes cutting practices
based on an examination of stand conditions and aesthetic or other resource requirements;
consults with others, such as wildlife specialist as required.
Evaluates adequacy and effectiveness of timber stand improvement programs through
periodic on-the-ground inspections and growth analysis. Inspects for compliance with
established policies, standards, program objectives, and emphasis. Initiates corrective actions.
Plan~ and coordinates the reforestation program; prescribes techniques in seed collection, site
prep~ration, and tree planting to meet rigid silvicultural standards. Assures that other regimes
of wjildlife, cultural sites, aesthetics, etc., have been considered.
Cootdinates with greenhouses and seed processors to ensure adequate seed supplies are being
grown for reforestation needs and associated planting acreages and tree species.

Planis, coordinates, and conducts training meetings on tree planting and seedling procedures,
ground and seedbed preparation techniques, timber stand improvement techniques, and
control of animals, insects or diseases affecting reforestation and regeneration programs.
Assists in the planning and supervises the installation of tree improvement or growth
research projects which may be coordinated with other agencies.
Suprrvises tree cutting and heavy equipment activities and any other activity related to
timber stand improvement, reforestation, and restoration work loads.
Oversees tree transplanting work and works closely with other personnel to ensure quality
work.
Responsible for submitting monthly reports that include, accomplishment and progress as
well as keeping all personnel will informed on project progress and development.
• Writes and develops contracts and works closely with many outside agencies on timber stand
improvement, reforestation, and restoration projects.
• Responsible for examining forest for disease and insect outbreaks and makes
recommendations for treatments and preventive measures to ensure healthy forest conditions.
• Assists in preparation and creation of successful proposals to get additional funding for
future projects and activities under forest development or restoration.
• Oversees project monitoring to ensure that good data is collected pre and post treatment.
• Coordinates with other Santa Clara departments on project activities and ensures that all
other tribal considerations have been carefully recognized and have been taken into account
with project planning.
• Coordinates with many outside agencies on project progress and accomplishments and on
budgeting and funding issues.
• Works closely with a financial officer to ensure that project costs and expenses are being
accurately tracked for bookkeeping purposes.
• Coordinates and manages many restoration treatments including: wildlife habitat re-creation,
stream and wetland expansion, and burned area emergency recovery.
• Forest Development and Restoration assignments involve the full range of duties concerned
with timber stand improvement, reforestation, forest pest detection and control, genetic tree
improvement, ecological restoration, and administrative functions.
• Responsibilities include the development and application of ecological prescriptions for a
variety of projects on differing management units, overseeing the implementation of such
prescriptions, and the development of guidelines and improved methods for the control and
manipulation of the composition and growth of varied forest units.
• Such prescriptions require consideration of the reproductive behavior and the diverse
nutrient, moisture, and climatic requirements of tree species; the reproductive behavior and
requirements of competing vegetation; the varying stand conditions among forest types due
to soil and climatic factors and the effects of disease, fire or human actions; and aesthetic
recreational, water and wildlife objectives which often dictate or modify the choice of
silviculture system or practices.
• Will be responsible for independently assessing the effect and inter-relationship of the
various economic and environmental variables and select, adapt, or otherwise modify
conventional practices are required by given assignments.
• Will be responsible for the coordination with other natural resource staff and with specialist
in other disciplines such as wildlife biologists, hydrologist, and landscape architects.
Knowledge, Skills & Abilities:
An in-depth knowledge of stand conditions, environmental considerations, forest ecological
interrelationships, silvicultural and growth characteristics of the major forest cover types
found on the Santa Clara reservation.
Must possess effective written, verbal and communication .
Must be a team player and positive leader .
Knowledge of human relations and supervisory techniques to effectively relate to
subordinates, peers, outside groups, and professional people from other agencies.
Knowledge of traditional Tribal cultural forest use values in order to effectively provide or
obtain information to/from the general Indian population.
• Must have an in-depth knowledge of Environmental Assessments, planting contracts, form of
advertisement, prospectus and tribal resolutions to prepare these documents for sale, and
assist in developing guidelines and to train others in this functional activity.
• Must have an in-depth knowledge of environmental restoration treatments including wetland,
ecosystems and wildlife habitat re-creation utilizing hand crews and heavy equipment
machinery.
• Knowledge of silvics, dendrology, reforestation methods, timber stand improvement
principles and techniques, restoration treatment goals and objectives, and land management
polices and procedures sufficient to review and/or develop reforestation program and
standards for a wide range of silvicultural situations.
• Knowledge of the interrelationship of physical factors such as climate and soil, and
biological factors such as plant and animal associations, genetics, fungi, and soil microorganisms,
and their various influences on the type and timing of silvicultural treatments
necessary and appropriate to achieve multiple-use land management objectives.
• Knowledge of fire behavior, wildfire pre-suppression and suppression activities.
• Basic knowledge of GIS and GPS technology and the ability to locate physical features on
the ground and with digital mapping data
• An in-depth knowledge of computer applications and basic software understanding
including: Microsoft Word, Microsoft Excel, Power point, Access, and others.
• Knowledge of forest disease and insect pathogens and the ability to prescribe treatments to
reduce existing populations and to prevent additional attacks.
• Good understanding of federal grant writing and budgeting; position will require yearly grant
proposals to be submitted to a variety of federal funding sources.
• Good Knowledge and understanding of water quality and restoration methodology to restore
water quality in streams, rivers, lakes, ponds, and wetlands
Minimum Requirements:
• A Bachelor of Science/Arts degree in Forestry, Ecosystems Management with a minimum of
four ( 4) years of Forestry experience in supervisory, managerial, administrative or
professional position or any equivalent combination of education, training, and experience.
• Valid New Mexico Driver's License and insurable through the Tribe's insurance carrier;
• Must not have any DUI/DWI convictions with the last five (5) years from any Tribal, State or
Federal Court;
• Must pass a background check successfully; and
• Must pass a drug/alcohol screening.
Physical Requirements and Work Environment:
The incumbent must be physically capable and willing to endure extended periods of work under
a wide variety of environmental conditions. Approximately 30% of this work is performed in the
field. The incumbent must be in good physical condition and be able to traverse hillsides in
rough forest terrain as a daily requirement when performing timber cruising, marking, or forest
survey assignments. Heavy work such as lifting or digging may occur in emergencies. Wildfire
control assignments may involve extremely strenuous and hazardous activity for extended times.
Firefighting is not a requirement for this position, however all positions in the forestry
department are encouraged to participate and become trained in wildfire suppression. Travel may
be periodically required. The incumbent may be required to work occasional nights and/or
