Heavy Mobile Equipment Supervisor

The Presidio Trust is seeking a Heavy Mobile Equipment Supervisor who will support the Park Maintenance Department. Once an Army Base, the Presidio of San Francisco is now a new kind of national park. The 1,500-acre Presidio is richly layered in history, is a natural oasis for wildlife, plants, and people, and offers iconic views known around the world. In its third decade as a park, public awareness and enjoyment of this exceptional place continues grow.

The Heavy Mobile Equipment Supervisor supervises and coordinates the work of crews engaged in the maintenance of outdoor areas of the Presidio, including sidewalks, curbs, roadways, pathways, concrete and asphalt paving; paved and unpaved trail surfaces. Working with the Park Maintenance Program Manager, determines crew capacity and workload looking for opportunities to contract certain aspects of work and assists with developing scopes of work for Requests for Proposals (RFP), RFP evaluations, and oversight of contractors selected through RFP process, acting as the project/construction manager for this group.

This is a full-time position with benefits and a starting pay range of $119,078 to $128,531. The starting base salary is dependent on the experience and qualifications of the candidate. Applications received by May 24, 2024, will receive first consideration.

Responsibilities

Plans, organizes, supervises and evaluates the work of several crews of workers engaged in maintenance and repair of Presidio park areas, grounds and outdoor facilities including but not limited to cement and concrete surfaces including sidewalks, steps, curbs, driveways, ramps, roads, and other projects; repair/construction of masonry walls and other masonry surfaces and structures; concrete paving; road and trail maintenance, including street cleaning. Organizes, assigns and directs work in maintenance and repair of driveways, sidewalks, curbs, patios, playgrounds, park furnishings, equipment and other related facilities and heavy mobile equipment and small engine/equipment repair. Evaluate gaps in capacity and recommending outsourcing opportunities to balance workload and expertise of staff. Perform Project Management and Construction Management duties overseeing contracts where certain workloads of the group are outsourced to contractors. Trains, evaluates and disciplines subordinate employees; analyzes and resolves work problems, or assists employees in solving work problems; interprets agency polices to workers and enforces safety procedures and regulations. Maintains work records including but not limited to work schedules, work tracking reports, purchasing reports, work orders, safety and pesticide use reports, training records and employee evaluations. Evaluates material and equipment requirements for crews; submits requisitions for additional supplies; requests approval to purchase equipment; monitors the use of materials and supplies to maintain inventory. Responds and coordinates work requests with residents and other Departments; participates in review of construction plans; prepares cost estimates for repairs or improvements to landscapes. Answers questions from public and staff; investigates complaints and plans and directs corrective action and refers major problems and issues to the Associate Director for Roads, Trails, and Signs for review.

Supervisory Responsibilities

Directly supervises up to ten employees. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; authorizing time off; rewarding and disciplining employees; addressing complaints and resolving problems; and ensuring timekeeping and production records are accurate.

Required Qualifications

Requires high school diploma, GED, or equivalent (certificate in outdoor facilities or landscape maintenance a plus), and three years of experience as a leader or supervisor of a maintenance crew. Five years of experience operating Heavy Mobile Equipment Ability to identify and describe needs for personnel, material and other resources required for meeting established operating objectives and standards of the Department. Knowledge of basic principles and practices of organizing, assigning, directing and reviewing the work of others; and hiring, evaluating and disciplining subordinate employees. Knowledge of roads and trails work practices, such as buying materials to be used and process of application, keeping erosion to a minimum and eliminating hazardous conditions. Knowledge of tools, equipment, methods, practices, and processes used in roads and trails maintenance and construction. Knowledge of measuring instruments in determining sizes of various pins, shafts and other parts required for maintenance of equipment, and reading various elevations for building roads, trails, excavating and landscaping. Knowledge of materials used on roads and trails, and how weather conditions affect the work process. Ability to use a variety of equipment and power tools. Ability to establish and maintain positive working relationships with co-workers, subordinates, volunteers and other Trust employees. Ability to read and interpret construction plans/blueprints, safety rules, operating and maintenance instructions, procedure manuals, and instructions provided in written or diagram form. Knowledge of mathematics and routine record keeping, and ability to calculate figures and amounts such as proportions, percentages, area, circumference, and volume. Ability to work safely and provide good customer service. Ability to write routine reports and correspondence and use a computer for communicating and entering or retrieving data. Ability to speak effectively before groups of customers or employees Valid State of California Class C Driver’s License to operate small utility vehicles or GSA vehicles.
