Responsibilities

What You'll Do:

 

As the Senior Business Development (BD) and Capture leadership position responsible for achieving V2X’s Global Solutions (GS) business line (BL) growth goals and for the management and growth accomplishments of the Capture Team that supports the GS BL. GS business line programs include IT and Cyber Solutions, National Security Solutions, Global Training Solutions, and FMS & Program Solutions. Responsible for developing BL-level growth strategies and plans in sync with V2X strategies and objectives and for establishing/maintaining customer relationships that foster competitive advantages for the company. Ensures that Capture teams are properly identifying and developing opportunities to build a robust pipeline of opportunities, building effective Capture Plans and executing strategies to win new business and meet or exceed new business targets. Reports to V2X’s SVP of Growth, advising him/her on strategic direction for key bids, and routinely briefs the CEO and C-Suite executives. Coordinates closely with the GS BL SVP to ensure New Business and Recompete pursuits are aligned with the BL and Business Unit goals and revenue priorities.

 

Key Responsibilities:

  • Directly manages teams of Capture Managers, Solutions Architects, and BoE Estimators to ensure execution of strategic guidance to win new business.
  • Keeps Senior BD leadership and the SVP of Programs informed of developments on key bids and the new business pipeline. Coordinates with V2X’s business support offices and Centers of Excellence routinely throughout the capture process.
  • Oversees Capture Managers’ execution of the V2X BD and Capture Process, and recommends process improvements when necessary.
  • Manages the capture process (as detailed in the V2X BD Manual) and its periodic Gate Reviews to ensure capture activities remain on timeline and receive all required coordination and approvals.
  • Manages the GS BL new business and re-competition pipeline to ensure pursuits are fully qualified and are of sufficient scale to achieve V2X’s growth plans and targets.
  • Serves on Color Teams and Gate Review panels and advises on new business proposal efforts to ensure core competency, compliance with customer requirements and attainment of cost and budget objectives.
  • Coordinates Capture activities with other members of the BD Leadership team, including the VP of BD, and the Executive Director of Proposal Operations.
  • Recruits and hires Capture personnel.
  • Recommends the use of consultants and strategic teammates where appropriate.
  • Manages new business investment (NBI) and Bid & Proposal (B&P) budgets
  • Participates in selected Government/Industry Associations and Government briefings to Industry.
  • Provides additional business development support as may be required in pursuit of company business objectives.
  • Maintains strict compliance with V2X policies and procedures relating to Business Ethics and Code of Conduct, in addition to the specific procurement regulations established by the Federal Government.
  • Performs other duties as required.

Minimum Qualifications

  • Education:
    • Bachelor's degree. Two years' related experience may be substituted for one year of education.
  • Experience:
    • A minimum of ten years' experience in general management with substantial exposure to business development and marketing support activities.
    • Full knowledge of the federal procurement process, as well as a strong, proven capability to apply process-driven capture approaches throughout the business capture lifecycle.
    • Capture experience in the DOD/Federal market required.
    • A minimum of five years experience in a position directly related to business development and/or capture for DoD and/or Federal civilian agencies, preferably in one or more of the various program areas of the GS BL (outlined above.)
    • Proven track record in capturing or working on major programs.
    • Previous performance as a Capture Manager or in a lead capture role on at least 3 winning procurements with individual values in excess of $50M each (single award contracts or task orders).
    • Two years’ experience developing/submitting FEDSIM bids preferred.
    • Working knowledge and experience in standard capture processes (e.g., Shipley, etc.) is preferred.
  • Other Requirements:
    • Ability to travel (worldwide) to program and customer locations up to 50%.
    • Must be a U.S. citizen.
    • Active Secret clearance required
    • Ability to obtain and maintain a DoD Top Secret security clearance required.
    • Top Secret security clearance preferred.
    • Extended work hours may be required prior to proposal submittal or Gate reviews.

Skills & Technology Used:

    • Should have a good understanding of government procurement, DoD contracts, regulations and procedures, and DoD operations and maintenance services.
    • Demonstrated oral and written communication skills with all levels of company and customer management.
    • Analytical, presentation, and problem-solving skills.
    • Demonstrated ability to manage a complex task and team composed of personnel who are highly educated and skilled, yet not direct reports.
    • Ability to gain internal support and to operate independently without supervision.
    • Ability to establish working relationships with customers, other companies, technical staff, managers and peers.
    • Demonstrated effective and efficient use of capture and proposal resources (e.g., B&P, IRAD, facilities, demos, program personnel).
    • Demonstrated success in architecting and designing solutions that meet or exceed customer requirements at an affordable price
    • Demonstrated written and verbal communication skills to include the ability to produce compelling solutions that are easily understood by both technical and non-technical audiences
    • Demonstrated experience in proposal writing, work breakdown structures, basis of estimates, storyboards, and narrative solution content
    • Demonstrated experience developing and presenting oral proposals.
    • Demonstrated performance conducting various color reviews successfully.
    • Demonstrated ability to build relationships across all levels in the organization and within the customer environment.
    • Personal computer, printer, copy machine and other general office equipment.
    • Proficient in the use of computers and computer software programs such as Word, Outlook, PowerPoint, and Excel.

Supervisory Responsibilities:

    • Manages a department of at least 10 employees.
