Job Summary

This position is located in the District of Columbia Government (District), Department of Youth Rehabilitation Services (DYRS), Office of Strategic Planning and Performance Improvement (OSPPI). The OSPPI is responsible for planning, directing, evaluating, and coordinating activities that prevent, intervene, and control juvenile delinquency in the District of Columbia. OSPPI is also responsible for establishing a system of multidimensional performance accountability, which holds individuals, teams, and divisions within DYRS responsible for establishing levels of performance standards, identifying measurable performance indicators, and establishing levels of success in reaching standards.

Duties and Responsibilities

This position serves as a key advisor to management and is crucial for research, monitoring, evaluation, and assessment of a wide variety of projects and activities. Develops and implements a range of research and evaluation systems to support the agency's objectives, particularly in preventing, intervening, and controlling juvenile delinquency and related matters. The incumbent manages and oversees state-level research and evaluation projects, ensuring accurate regulatory interpretation and professional judgment in their implementation. Initiates and monitors research projects for the OSPPI, forecasts and defines issues requiring analysis, and design research methods to assess program activities, products, services and delivery. Conducts research on best practices, keeping updated on procedures, laws, regulations, and industry standards, and developing survey research related to DYRS issues, including designing data collection tools and preparing survey data for analysis. The incumbent facilitates the division's research and analytical functions, develops strategies, reviews plans, advises on policy issues, analyzes program and policy documents, and ensures technical quality and consistency with current policies.

The incumbent will collaborate with DYRS and other District information technology staff to enhance case management performance and improve data and information sharing across organizations. Provides structure, coordination, and oversight for strategic and operational planning, organizes task forces and work groups, supervises the rulemaking process, and oversees research and information gathering. Identify and assess funding opportunities, develop and manage grant applications, and monitor grant submissions to support research efforts. The incumbent will perform full supervisory responsibilities, including interviewing, staff selection, performance evaluations, training, and disciplinary actions. Ensures staff are informed of regulatory and legislative changes impacting their duties, stays abreast of laws and regulations related to the administration's functions, and makes major recommendations on procedures and policies to improve program efficiency.

Qualifications and Education

Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Tour of Duty: 8:30am to 5:00pm; Monday – Friday

Pay Plan, Series and Grade: MS-0301-14

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit (Non-Union): This position is not a part of a Collective Bargaining Unit. 

Position Designation : The incumbent in this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel regulations, Suitability. This position has been designated as a security-sensitive position.

Emergency Designation: This position is designated as Emergency pursuant to Chapter 12 of the Personnel Regulations, Hours of Work, Legal Holidays, and Leave.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.

Residency Preference : When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
