About The Consortium for Elections And Political Process Strengthening (CEPPS): CEPPS is comprised of nonprofit, nonpartisan, nongovernmental organizations dedicated to advancing and supporting democratic practices and institutions around the globe. Established in 1995, CEPPS pools the expertise of three premier international organizations dedicated to democratic development: the International Foundation for Electoral Systems, the International Republican Institute and the National Democratic Institute. CEPPS now has a 30-year track record of collaboration and leadership in democracy, human rights and governance support. As mission driven, nonprofit democracy organizations, we differ from many development actors by maintaining long-term relationships with political parties, election management bodies, parliaments, civil society organizations and democracy activists. We operate as a consortium (under a joint venture) to provide USAID and other donors with the capacity to deliver complex democracy, rights and governance (DRG) programming at scale across the entire spectrum of political contexts and geographic regions.

About The Position
The Democratic Elections and Political Processes (DEPP) Research Officer will specialize in secondary data analysis and literature reviews to contribute to the development and implementation of research and learning products leveraging CEPPS existing datasets and/or third-party scholarly work. The Research Officer performs in-depth literature reviews to contextualize research findings within the existing body of knowledge, critically evaluating previous studies and CEPPS internal evaluation and learning session reports to uncover research trends, gaps, and theoretical advancements. Furthermore, the Research Officer contributes to research proposals, analytical frameworks, and the dissemination of research findings through CEPPS knowledge, learning, communications, and marketing products as well as academic publications and presentations.
The Research Officer position is appropriate for a mid-career researcher with advanced skills in secondary data analysis, identifying and extracting relevant data from an array of digital repositories, databases, and other sources to support empirical research efforts. This role requires a sophisticated understanding of research methodologies, qualitative analysis, and the ability to synthesize a large quantity of complex information into actionable insights. The Research Officer must demonstrate effective communication skills for collaborating with research teams and stakeholders holding diverse and possibly divergent perspectives, ensuring that the projects align with CEPPS strategic objectives and contribute to the advancement of the Democracy, Human Rights, and Governance (DRG) sector.
The Research Officer will report to the CEPPS REL Director (technical manager) and CEPPS Senior Director for Strategy and Operations (administrative manager) and is also expected to work closely with the CEPPS DM&E Manager, the CEPPS Database Manager, and CEPPS Data Analytics Advisor, as well as all CEPPS technical experts and administrative staff.
This is a hybrid role based in Washington, DC. Remote candidates may be considered, but local candidates living within 100 miles of Washington, DC are preferred.
Position Requirements
- Master’s degree in political science, international relations, or related field preferred. Bachelor’s degree in relevant field required.
- At least three - five years of experience in supporting or contributing to research projects, specifically with qualitative or mixed methods data analysis. Experience with independent research and research related to the DRG sector is preferred, but not required.
- Experience using relational databases and qualitative data analysis software such as NVivo, MaxQDA, Atlas.ti, or Dedoose for organizing, tagging, and coding data is required.
- Fluency in English required. Fluency in other languages, such as Spanish, French, Arabic, is preferred but not required.
