Technical Support Officer

The will work in close collaboration with MOMENTUM Country and Global Leadership (MCGL)s FP Team, including the FP Director, Technical Manager, Program Officer, Technical Advisors, and Sr. Program Coordinator, to provide program support in the areas of family planning and gender with a wide range of potential activities, including supporting MCGLs postpartum family planning (PPFP) and hormonal intrauterine device (IUD) activities and global learning agenda, as well as evaluation of the integration of gender into efforts to improve client-centered, quality care across RMNCAH.

The Technical Support Officer will manage day-to-day planning, development, and execution of projects within MCGLs FP team, and ensure strong collaboration between headquarters and field teams, as well as partners external to the organization. The Technical Support Officer will also support the MCGL Senior Management team with overall program management duties assigned by the Senior Portfolio Manager.

Responsibilities:

Departmental Management

Drafts presentations, plans, reports and documents for review. Addresses feedback to finalize. Monitors and highlights relevant organizational deadlines and drafts routine reports and other deliverables. Establishes processes and timelines for MCGL to complete deliverables, sends clear communications regarding the process/timelines, develops templates to efficiently collect inputs from across MCGL technical teams and monitors and follows up on completion. Develops agendas, presentations, and provides overall management support for MCGL internal events, workshops and trainings. Support with reporting and work planning as needed.

Technical Team Management

In close collaboration with FP Director, support day-to-day management of FP technical team. Draft updates on the status of FP team workplans an budgets for routine check in meetings and annual development process. Develops internal timelines for FP technical team members to provide inputs and consolidates and addresses feedback. Liaise with FP technical staff to compile and review technical inputs for semi-annual, annual, and ad hoc donor and other internal and external technical reports across the FP portfolio, including working closely with consortium partners. Liaise with FP and country monitoring, evaluation, and learning advisors to support the development of data visualizations for reports.

Conferences and Workshops

With FP and Gender Directors, manages the implementation of Jhpiegos presence at medium or large global family planning events and gender training workshops. Works closely with technical staff to ensure activities planned are in accordance with Jhpiegos conference participation and event management guidelines and proactively addresses any challenges. Manages budget for conference/workshop, tracks expenses, and ensures costs do not exceed budget. Flags budget or spending concerns. Develops and manages processes for tracking, reviewing and finalizing abstracts and list of conference participants, including communicating goals and objectives to staff, developing and managing timelines for internal abstract submission, following up and communicating with staff regarding their abstract, and editing abstracts to clearly convey results and impact. Supports development of impactful presentations and posters, including coordinating with country staff, editing and technical experts and ensuring proper branding, in close consultation with the MCGL Communications Lead. With MCGL Communications Lead, coordinates logistical aspects of side events, coordinating with venue, securing space, organizing speaker line up, and managing required contracts. Manages logistics with vendors. Communicates with program management and in-county staff to manage participation from country offices, field offices. Manages and tracks participant travel arrangements, coordinates visa processes, drafts invite letters. Works with program management and project support staff to put in place contracts, orders and ships supplies, processes registration feeds, hotel payments, etc. Serves as back up as needed.

Knowledge Management

Contributes to the establishment of processes and practices for capture and organization of knowledge, tools and products within MCGL, including the FP and gender teams. Serves as point person for FP team knowledge management activities, including by participating in the design and on-going maintenance of technical content on internal organizational websites. Builds relationships across the organization to understand technical knowledge needs and preferences. Works closely with Jhpiegos KM staff to ensure that the FP team actively shares technical information across the organization in innovative ways. Participates in writing content, designing and formatting pages and ensuring staff readily use the site to facilitate information and knowledge sharing.

Administrative Support

Provides support in meetings; takes notes and highlights key follow-up items, identifying appropriate contact for resolution Serves as a back-up for procurement and contracts, including technical services and consultants, setting up vendors, paying invoices, and updating relevant trackers and logs for internal tracking purposes. Responsible for understanding Johns Hopkins University (JHU) and Jhpiego procurement and purchasing policies and processes to aid in smooth implementation of activities.

Program Implementation Support

Using knowledge of technical area, work with technical staff to draft technical materials, documents, reports, or presentations or to conduct literature reviews, and develop surveys, etc. on various topics including postpartum family planning (PPFP) and hormonal IUD introduction and scale up, engaging men to promote FP, and promoting adolescent and gender responsive services. In close coordination with technical staff, conducts data coding and analysis and writing, proofing, and copy-editing of study and learning activity reports and manuscripts. Coordinates data collection activities across multiple multi-country study and learning activities, including liaising with country staff and provides regular updates to study team(s). Liaises with and supports the organization of Jhpiego-led global communities of practice, including organizing steering committee meetings, developing agendas, and managing and updating external-facing communication platforms, and tracking engagement with community practice members. Assist the technical staff in the design, implementation, monitoring and assessment of core-funded and field-funded activities. Interprets and advises the FP team on the effective application of project management practices and methodologies, ensuring compliance with Jhpiegos internal Project Management curricula requirements (PM@Jhpiego).

Special Skills, Knowledge & Abilities:

Experience as a research assistant, program officer, senior program coordinator, or other work as relevant to the position Experience managing small to medium size public health projects (e.g., multiple partners, difficult donor relations, low in-country capacity) including reporting and managing partner relationships Strong problem solving and decision-making skills: identifying the problem; locating, gathering, and organizing relevant information; generating alternatives; choosing a solution; implementing the solution Prior experience and demonstrated interest in womens health, family planning and/or gender Strong teamwork skills: identifying team membership and role; establishing productive relationships; meeting team objectives; resolving conflicts Experience handling program tasks (e.g., work plans, reporting, budget) Certified in PM@Jhpiego (Jhpiegos internal project management curricula) or Project Management for Development Professional (DPro). If these certifications have not been completed, the successful candidate must complete within 60 days of hire. Demonstrated ability to establish effective management processes Superior organizational skills Strong written and oral presentation skills Excellent written and oral communication skills with diverse groups Office 365 Travel: Ability to travel 30% Fluency in a second language (French, Portuguese, or Spanish) an advantage Fluent in written and spoken English

Minimum Qualifications
Master's degree in a related field Three years related experience Additional education may substitute for experience and additional experience may subsitute for education to the extent permitted by the JHU equivalency formula

Preferred Qualifications
Understanding of global health, and international development program/financial management principles and operations Prior experience with qualitative data coding and analysis (with or without software) Communication and presentation skills: developing communication products (success stories, FB posts, briefs, PowerPoint presentations), writing skills, and presenting skills Knowledge of U.S. Government rules and regulations, including USG contract management
