General Summary

The Director, Procurement and Logistics will be responsible for centralizing the corporation’s procurement and subcontracting activities. This role will involve building out Contractor Purchasing System Review (CPSR) compliant systems, policies, and procedures. Additionally, the Senior Manager will centralize and create Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), and Federal Trade Regulations (FTR) compliant logistics systems and policies for the corporation.

Essential Duties and Responsibilities

Lead a team of decentralized geographically dispersed direct procurement and subcontract administration representatives, who currently report into Operational Management. Provide daily operational support and guidance in the pre/post-award phases of the business lifecycle. Achieve procurement metrics and maintain compliance with CPSR requirements. Manage procurement solicitations/RFPs, evaluate and negotiate proposals, and document cost/price analysis. Maintain the corporation’s Small Business Subcontracting Program that includes issuing and executing Small Business Subcontracting Plans, incorporating necessary clauses, terms, reporting and submitting ISRs and SSRs, leading SB outreach efforts and events Qualify suppliers, establish procurement teaming agreements, and document supplier performance as needed. Ensure procurement files are CPSR compliant and maintain organization for internal and DCMA audits. Develop and administer policies, procedures, and checklists to meet FAR and DFARS requirements. Ensure proper application of flow-down clauses and terms and conditions in all procurement activities. Identify and implement process improvements within the procurement function. Develop and deliver training for procurement staff on FAR/DFARS requirements, documentation, and negotiation techniques. Manage the company’s fleet of vehicles, ensuring registration, insurance, maintenance and safety inspections are current with applicable state and local requirements. Development and Management of Freight Forwarders/Carriers, Customs Brokers, and other related partners: Develop Statements of Work (SOWs) or procedures as required for domestic and/or international shipments Negotiate rate schedules and agreements Maintain proper partner record keeping in company system Coordinate/assist with billing/invoicing Coordinate execution of agreements and documentation needs with stakeholders/authorized signers such as Power of Attorney (POAs) Coordination the selection and qualification of these partners, and monitor/evaluate performance Resolve issues and concerns Manage partner portal access Manage all aspects of corporate logistics to determine the most cost-effective, efficient, and compliant means of transporting products and supplies. Develop logistics solutions with a varying degree of complexity by: Working with stakeholders to understand their objectives and requirements, including cost and schedule Generating requests for quotes, establishing requirements, and planning/negotiating with FFs to meet objectives Resolving issues or roadblocks Responsible and capable (, Certified) for proper shipment (including certifications, packing, forms) of goods, Dangerous Goods (DG) and Hazardous Material (HazMat). Process shipments in freight forwarders portals, or by any other means required for any particular shipment Ensure compliance to the company’s Global Trade Controls (GTC) program Maintain compliant import/export records as required by GTC process Capability to become a Subject Matter Expert (SME) in INCOTERMS Ensure compliance with the International Traffic and Arms Regulation (ITAR), Export Administration Regulation (EAR), the Federal Trade Regulations (FTR) ( CFR Part ) and Customs and Border Protection (CBP) requirements: Collaborate with other departments to integrate logistics with business systems and processes, such as customer sales, order management, accounting, and shipping. Review global, national, and regional logistics trends for ways to improve efficiency, minimize the environmental impact, realize cost and schedule savings, mitigate risk, and identify improvement concepts in general that can implemented. Develop, implement, and maintain Logistics procedures and processes in the Quality Management System (QMS) program. Perform other related duties as assigned by the Vice President, Corporate Administration.

Knowledge, Experience and Skill Requirements

Capability to become a Subject Matter Export in the Harmonized System (HS), Harmonized Tariff Schedule (HTS) and the Schedule B for proper assignment and verification of these statistic/tariff codes. Understanding of and ability to properly execute Automated Export System (AES), Electronic Export Information (EEI) and ITN (Internal Transaction Number) requirements, whether directly or via Freight Forwarder portals. Understanding of and ability to execute Shipper’s Letter of Instruction (SLI) or related processes Understanding or and ability to execute Customs related forms and actions for export and imports (ATA Carnet, Declarations for Importers/Exporters, Review of CBP Form Entry Summaries, resolution of seizures/holds, etc.) In-depth knowledge of FAR, DFARS, and other relevant agency supplements. Knowledge of ITAR, EAR and administrative shipping, export, import requirements. Strong analytical, problem-solving, negotiation, and organizational skills. Excellent communication skills, with experience interacting with executive-level leadership. Proficiency in Microsoft Office Suite (Word, Excel, Outlook, SharePoint) and JAMIS software. Experience with implementing Deltek Costpoint purchasing module. Ability to work independently in a high-paced, demanding environment and adjust priorities as needed. Ability to obtain a US Government-issued security clearance. Some travel required to project locations within the CONUS region. Experience SBLO (ISR and SSR) Reporting.

Work Experience

years experience in contract/subcontract administration, purchasing contract administration, or materials management for US Federal Government prime contracts in a CPSR environment.
