GENERAL DESCRIPTION
The Commissioners of the Land Office (Land Office or CLO) is an Oklahoma State Agency created by the original Oklahoma Constitution. The Land Office administers school land trust funds to produce income for the support and maintenance of the common schools and certain public schools of higher education. The Land Office manages the funds and proceeds derived from the sale, rental, disposal and management of school lands and other public lands under the rules and regulations prescribed by the Oklahoma legislature.
Positions in this job family are assigned responsibilities involving the evaluation, management, and control of real property owned by the CLO and leased for non-agricultural/recreational purposes; including (but not limited to) short- and long-term ground leases, sales, purchases, exchanges, and management of improved investment real estate assets. This includes maintaining an inventory for all types of CLO-owned commercial real estate (CRE), providing recommendations concerning land use, land acquisition and disposal of real property, estimating the value of real property for the purpose of sale or lease, making site inspections, negotiating vendor contracts for services required, and maintaining all files including but not limited to leasing, leads, property management, sales, purchases, and construction projects pending or in progress. Duties also involve tenant relations to include lease negotiations, renewals, terminations, billing, tracking payment history, and other similar actions consistent with rental of ground leases and commercial property.
MINIMUM QUALIFICATIONS
REQUIRED EDUCATION/EXPERIENCE
Education and Experience requirements at this level consist of a bachelor's degree and one year of experience in title investigation, real property appraisal, acquisition of property of property or real property management; OR a bachelor’s degree in civil engineering, construction management, industrial arts, or a related field, PLUS one year experience in building inspection, construction inspection, construction management, or building maintenance management; OR an equivalent combination of education and experience, substituting one additional year of qualifying experience for each of the required education.PREFERRED EDUCATION/EXPERIENCE
Experience with Oklahoma Landlord-Tenant Laws and Court ProceduresKNOWLEDGE, SKILLS, ABILITIES, AND COMPETENCIES
• General knowledge of real estate principles and practices.
• Knowledge of the use of various public records relating to land titles, liens, and property contracts.
• Knowledge of rental leases and agreements with an emphasis on the property owner side of leasing relationships, to include property management techniques.
• Knowledge of accounting and auditing principles and methods as they apply to real estate.
• Ability to read and interpret complex written materials, such as laws, rules, guidelines, real estate contracts, easements, etc. Ability to draft, evaluate, interpret and negotiate real estate contracts including but not limited to lease agreements, assignments, amendments, etc.
• Ability to research and analyze complex real estate based technical data, to analyze situations, and to organize and present facts, data, and opinions clearly and concisely (orally and in writing).
• Ability to prepare mathematical calculations, charts, and descriptive sketches.
• Ability to communicate, establish and maintain effective working relationships with fellow employees, divisional and agency leadership, customers, stakeholders, and others.
• Ability to set priorities and deadlines; able to adjust priorities as workflow requires.
• Ability to work collaboratively in a diverse and demanding environment.
• Skills in project management and time management, completing complex and varied projects with timelines and priorities subject to change; excellent problem-solving abilities.
• Working knowledge Microsoft Office suite of products including Word, Outlook and Excel. Proficient in verbal and written communication (including email, telephone, etc.). Basic familiarization with GIS and mapping software.
• Ability to read, understand, and create legal descriptions.
• Ability to read and understand real estate reports including but not limited to property appraisal reports, due diligence reports, surveys, title reports, etc.
• Demonstrate a commitment and willingness to provide courteous, consistent, efficient services through the performance of the prescribed job duties.
EXAMPLES OF WORK PERFORMED & ESSENTIAL FUNCTIONS
• Operate programs for the leasing of CLO real estate for non-agricultural purposes in a manner that is in the best interest of the CLO’s educational beneficiaries in compliance with all applicable laws, rules, and regulations. Research and interpret legal documents to determine status and standing of lease agreements, easements, and other contractual documents.
• Assist in the drafting and negotiation of new non-agricultural leases. Arrange for renewal or extension of CRE leases. Assist in the coordination of conversion of real estate from agricultural use to CRE use with other divisions within the CLO who may be impacted by the change of use.
• Establishes and maintain an inventory of all CRE under lease and of real estate assets which are candidates for conversion to commercial use; monitor all CLO transactions relating to CRE, including in-house or contract work to maintain or remediate to ensure all changes affecting CRE are analyzed and recorded; estimates value of real estate assets, buildings, fences, and other structures; maintains accounting records.
• Maintain statistics on CLO commercial real estate (CRE) to provide information and make recommendations concerning the utilization, development, disposal of CRE; prepare use studies to ensure full and efficient use of all CLO real estate assets; analyze change of use from agricultural to commercial for compatibility of use, compliance with established criteria, and cost/benefit of any proposed change. Assist in implementation of an effective marketing plan for prioritized tracts, which may include working within the real estate community to determine best ways to promote those properties.
• Point of contact with CRE lessees in areas concerning account payment, contract performance, and other property management issues.
• Maintain data within the CLO database management system according to established protocols and procedures. Review monthly reports and work to resolve any issues presented. Use and review data reports that are generated by the system and test for accuracy, properly reporting any issues or inconsistencies with the information.
• Assist the CLO’s Chief Procurement Officer by acting as a purchasing liaison for the CRE Division. These duties may include but are not limited to preparing purchasing contracts and engagement letters, assisting in obtaining and reviewing of appraisals, contracts and other reports required, and answering vendor questions on procedures.
• Provide reports, maps, and documents relevant to CRE as requested. Assist in working with city and county officials regarding land use and zoning issues. Assist in coordinating with civil engineers on land development projects.
• Perform special duties and projects as assigned, such projects may include but are not limited to assisting with auctions, meeting preparation, filing, mailroom duties, reception relief, coordinating site visits with realtors, brokers etc.

General office setting. Opportunity for remote work for time periods not to exceed two days per week may be made available based on the discretion of CLO leadership upon the recommendation of immediate supervisor.
