The Federal Grants Business Coordinator works as a member of the Administration and Finance Unit within the Bureau of Substance Addiction Services (BSAS). The incumbent will perform a variety of business functions which help ensure that (1) BSAS obtains all required funding from federal agency to serve substance addiction clients throughout the Commonwealth of Massachusetts and (2) once funding is secured, that funds are expended efficiently and in compliance with policies, procedures, rules and regulations governing state and federal grant requirements.

The incumbent works collaboratively with contract management staff involving federal grant proposals, annual re-applications, carryover and no cost extensions, federal financial reporting requirements (FFR), required reporting throughout grant cycle, and required close out documents required by federal agency at the end of the grant cycle. The incumbent also assists with the annual submission of the Substance Abuse Prevention and Treatment block grant (including the submission of data through the web-based application system) and assists in any audit requirements as needed on all federal grants. 

Duties and Responsibilities (these duties are a general summary and not all-inclusive):

Coordinates pre-award and post-award activity of federal grants in compliance with federal and state laws, regulations, and policies. Provides assistance and guidance to BSAS staff concerning federal grant application proposals, annual re-applications, preparing budgets for state and federal grant cycles, racking and reporting expenditures through MMARS and Warehouse to ensure accuracy of the required federal financial report required by agency. Assists BSAS management and staff in the preparation of budget proposals and narratives for initial applications to federal grants. Compiles grants application budgets and contract proposals, including cost estimates and justification statements, to ensure the inclusion of information required by funder and adherence to the OMB Circular A133 federal guidelines around appropriate use of grant funding. In collaboration with the contract manager, establish and maintain funding allocations and timelines for the awarding agency on the state and federal fiscal years of the grant. Review submitted reports to ensure accuracy, complete financial disclosure and compliance with established OMB Circular requirement. Perform related duties such as maintaining records of federal grant and maintaining Federal Funding Accountability & Transparency (FFATA) reporting requirements to federal agency. Prepare the required federal forms for submission (424, 424a, Assurance and Certification, HHS Check list forms). Ensure requests for No Cost Extensions and Carryover requests are submitted within the federal agency timeline. Develop review the No Cost Extensions and Carryover requests budgets and justification. Response to the conditions of the award, Notice of Grant Awards (NGA). Coordinate with BSAS contract managers and accounting to ensure for the timely submission of all quarterly, semi-annual and annual reports as required by the grant requirements. Coordinate with Accounting for the accurate and timely submission of the annual Federal Financial Report (FFR), as required by the grant requirements. Ensure federal grant close-out documents are prepared and submitted for signature in accordance with the grant close out procedures. Effectively communicate with Federal authorities for the successful management of all Federal grants. Effectively communicate with State Departments and Agencies. Basic understanding of eRA Commons and data basis. Assist in the re-application process to the SAPT Block Grant by entering data into the WebBGAS application.

Required Qualifications:

Understanding of the principles of contract administration including terminology. Awareness of the methods of general report writing. Capacity to understand, explain, and apply the laws, rules, regulations, policies, procedures, and guidelines governing state and federal grant administration. Capability to read and interpret documents such as grant proposals, contract, and financial reports. Able to analyze and determine the applicability of grants management data, to draw conclusions and make appropriate recommendations. Capable to gather information by examining records and documents. Skilled to prepare and use charts, graphs, and tables. Capability to assemble items of information in accordance with established procedures. Capable to follow oral and written instructions. Capacity to give oral and written instructions in a precise, understandable manner. Skilled to communicate effectively in oral and written expression. Able to perform arithmetical computations with accuracy.

Preferred Qualifications:

Understanding of the laws, rules, regulations, policies, procedures, and guidelines governing state and federal grant administration. Awareness of the laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing assigned unit activities. Understanding of the Massachusetts Management Accounting and Reporting System (MMARS) and general knowledge of a range of computer programs (Microsoft office, excel, power point and outlook.
