Position Title: PRS Clinical Supervisor

Reporting Relationship: Regional Supervisor Lead Case Manager

Position Summary

The PRS Clinical Supervisor is responsible for the day-to-day oversight and supervision of the intensive case management team in charge of providing Level Three (3) Post Release Services (PRS) and the Home Study (HS) Caseworkers pursuant to a grant from the Office of Refugee Resettlement (ORR). PRS Level 3 post release services focus on intensive in-home engagement services and works in stabilizing the family unit utilizing trauma-informed and intensive case management while connecting with community-based services to address concerns that require long-term care.

RESPONSIBILITIES

Perform all work in a manner consistent with the National Youth Advocate Program’s Mission, Values and Philosophies. Responsible for ensuring staff compliance with ORR’s HS/PRS services provision including support in the assignment of HS/PRS referrals and direct case assignments, coverage of Level III areas of PRS support, assist in the safe deployment of staff to designated areas within the region, ensure staff completion of home studies by HS case workers within ORR’s designated timeframes, ensuring the completion of UC Portal and Evolv uploads in accordance with NYAP/ORR Policies and Procedures, support hiring and training new case managers to properly conduct home studies, and supervising the work of direct staff and case workers/ case managers. Responsible for direct supervision of staff including CM IIIs and HS Case Workers in the effective provision of Level 3 post release services per ORR’s Policy requirements and in accordance with ORR’s Cooperative Agreement. Providing oversight of in-home intensive PRS services for children placed in a family requiring additional support for specific challenges or special circumstances (, medically or psychologically vulnerable children, family conflict or crisis, education-related issues, etc.). Adhering to ORR Policy and Cooperative Agreement requirements to provide PRS Level 3 services including providing logistical support for the completion of initial in-home assessments followed by weekly in-person contacts for the first 45 to 60 days, then monthly in-person or virtual contacts for 6 months, depending on the needs of the family. Effectively training, providing guidance and mentorship to direct staff on best practices that focuses on stabilizing the family unit by utilizing intervention(s) tailored to the needs of the family and connecting the released child and sponsor family with community-based services to address concerns that require long-term care (such as a mental health diagnosis). Ensure excellence in HS documentation and HS/PRS compliance. Actively assist in establishing working relationships with community-based organizations responsible for social services in their proposed area of operations. Assist in or provide logistical support for the safe deployment of staff within designated regions. Provide and foster amongst PRS Intensive CM III and HS caseworkers a coordinated case management approach that adopts a collaborative process of assessment, planning, facilitation, care coordination, evaluation, and advocacy for options and services to meet the unaccompanied child and the sponsor's presenting needs. Ensure proper reporting and elevation to ORR of timely notifications of concern and reporting to other stakeholders per state and ORR guidelines. Provide and ensure effective communication by staff with care providers, and ORR stakeholders. Act as Subject Matter Expert (SME) in ORR Policy and Procedures, Flores Agreement as well as other applicable, and pertinent regulations and laws including the Trafficking Victims Protection Reauthorization Act (TVPRA) of 2008 Ensure protection of Personal Identifiable Information (PII) and adhering to confidentiality of information and HIPAA regulations per ORR Policy requirements. Establish a respectful, supportive workplace environment that promotes NYAP’s values of caring for people, connecting communities and promoting peace while ensuring staff accountability and compliance. Elevates any issues or concerns to NYAP leadership and ORR. Perform other duties as assigned.

MINIMUM QUALIFICATIONS

Master’s degree in social work, psychology, sociology, or other relevant behavioral science in which clinical experience is a program requirement, plus at least 2 years of postgraduate direct service experience; or a bachelor’s degree with at least 6 years of clinical employment experience in the behavioral science. Supervisory experience. Must be at least 21 years old. Licensed to provide clinical supervision. Have knowledge of local community social services and should have specialized experience conducting home studies and working with immigrant populations. Knowledgeable about family preservation, kinship care, and/or general child welfare. Prior experience with ORR HS/PRS preferred. Pass a criminal history screen, including state and local child protection agency registries, and C/ANs check. Active motor vehicle license, reliable automobile, a good driving record, and 100/300 insurance coverage. Willingness to work flexible and non-traditional hours in the service of persons served. Candidates are required to have a reliable means of transportation and be available to travel up to 50% of the time.

Occasional lifting (up to 25 pounds), bending, pulling, and carrying. Quantitative/mathematical ability (addition, subtraction, multiplication, division, standard measurements).
