About Sustainable Infrastructure

Sustainable Infrastructure (SI) provides sustainable infrastructure development to create more resilient built environments for rural and urban populations. We assess, design, and supervise construction of sustainable water and sanitation systems, urban and rural roads and bridges, water treatment plants, maritime ports infrastructure, cyclone shelters, schools, and urban infrastructure inclusive of subdivisions containing commercial and residential precincts. Our projects span from feasibility assessment to delivery and maintenance, with a focus on assessments and analysis, environmental compliance, social and gender safeguard measures, green infrastructure, natural resource management, climate-resilient infrastructure, monitoring and evaluation and asset management.

Our Safeguards and Impact Advisory (ISA) team provide environmental and social safeguards (ESS) management on existing infrastructure projects either directly or through oversight of project specialists and quality assurance of ESS project deliverables. ISA also functions as a consultancy-based business model known for high quality work, client support, ethical practice, value adding approach (not only “compliance”).

About the Role

The Practice Specialist (PS) will play a significant role in supporting the Practice Lead (PL) for Safeguards and Impact in the delivery of technical environmental and social projects implemented through the ISA service line. S/he will also contribute to the development and growth of the ISA database of preferred consultants and will help to build and enhance those connections through a dedicated safeguards Community of Practice (CoP).

Under the direction of the PL, the Practice Specialist will also work closely with Project Managers and project specialists to ensure project delivery is achieving environmental and social integration across our infrastructure projects in the Pacific Island region. 

Roles and Responsibilities

Core Technical Role

Support the implementation of the ISA strategy and workplan. On a project-by-project basis develop identified elements of deliverables on ISA led projects. Support project teams to comprehensively integrate safeguards requirements across the SI portfolio of projects. Undertake quality control reviews of safeguards outputs from SI projects as directed by Practice Lead. Identify environmental or social risk areas in SI project implementation and develop approaches to addressing implementation risks with the Practice Lead. Actively engage with and provide relevant information to SI employees and project teams to ensure ESS are regularly discussed and fed into project level decision making processes. Provide ESS familiarisation, training and resources to SI new starters and individual project teams as requested by the Practice Lead. Provide inputs to the business development team on project proposals as requested by the Practice Lead. Other tasks as assigned by the Practice Lead. 

PCL Coordination Role

ISA is developing a Preferred Consultant List (PCL) for safeguards and impact specialists from the Pacific region. The role will actively manage the PCL database and intranet to facilitate a strong ESS CoP. Working with the Practice Lead, identify and develop opportunities for the CoP to support active engagement by the PCL members.

About You

Qualifications

Tertiary qualification in environmental science, social sciences, international development or a related discipline.

Experience and Knowledge

Minimum 5 years’ mid-career level experience implementing the environmental and social frameworks of international development financiers on infrastructure projects regionally within the Pacific Islands. Experience authoring and reviewing environmental and/or social safeguards assessments or management plans on these infrastructure projects. Demonstrated understanding of approaches for integrating environmental and social safeguards across the infrastructure project cycle and a proactive approach to achieving this integration. Well-developed peer to peer engagement skills, and experience in facilitating and engaging with networks throughout the Pacific Islands. Experience in performing to an elevated level with minimum supervision. Excellent report writing and analytical skills including the ability to track multiple projects, deliver effective training to build awareness and increase understanding of safeguards to project teams and other technical specialists. Excellent communication skills, confidence and interpersonal skills and tact in working with a range of cross-cultural project leaders and technical specialists to ensure good environmental and social outcomes as an integrated part of project delivery. High-level computing skills, including word processing, spreadsheets, email and databases Enthusiasm to work as part of a team, to take responsibility for specific tasks, and the ability to deliver agreed tasks on time Some knowledge and / or understanding of applying GEDSI principles through a safeguards approach.
