In your role as a Fiscal Administrative Assistant, you will have the opportunity to:
- Perform paraprofessional level work in fiscal and administrative activities;
- Independently perform bookkeeping and basic accounting activities such as maintaining, balancing, and reconciling an interrelated group of accounts;
- Independently accountable for an accounts receivable or accounts payable process including varied and complex procedures and activities;
- Prepare simple financial statements and assist in preparation of complex financial statements;
- Calculate rates involving complex arithmetical formulas;
- Gather and consolidate payroll and expenditure data for budget preparation;
- Ensure that expenditures plus encumbrances are within appropriation limits;
- Review routine expenditures for compliance with itemized budgets;
- Utilize EDP systems for financial records and reports;
- Independently perform purchasing functions including preparing and processing purchase orders and requisitions, authorize routine purchase orders and prepare requests for proposals;
- Independently prepare renewal or new contracts based on awards;
- Ensure routine payments are in compliance with contract provisions;
- Perform related duties as required.

For over 100 years, the Connecticut Technical Education and Career System (CTECS) has been the leading force in Career Technical Education (CTE) in the State of Connecticut; preparing students to meet the skilled workforce needs of employers. CTECS operates 17 diploma-granting technical high schools, one technical education center, and two airframe mechanics and aircraft maintenance programs.
CTECS serves approximately 11,200 full-time high school students across 31 in-demand CTE programs, providing hands-on training in state-of-the-art classrooms designed to mirror real-world workplaces. Students follow a unique schedule alternating between career and technical education and traditional academics, ensuring they graduate with the knowledge and skills needed for success. Graduates earn a Connecticut high school diploma, CTE certificate in their field of study, and multiple stackable credentials giving them the "competitive edge." These credentials include but are not limited to state occupational licensure, national technical skill competency certifications, and industry-recognized credentialing. Many students secure job placements before graduation, while others continue their education at colleges, universities, or registered apprenticeships.
About Bullard-Havens Technical High School
Bullard-Havens Technical High School is located in Bridgeport, Connecticut. We have approximately 800 students from five towns. We enroll grades 9-12, and also offer adult education.
Our academic program is competitive and comprehensive. Students must take courses, but also have the opportunity to add electives to fulfill their credit requirements. In their junior year, students also have the ability to take advantage of our Work-Based Learning program, where they can earn credit while working during the school day in their trade.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency, facility or institution this class is accountable for performing a combination of basic paraprofessional work, and highly complex clerical work in fiscal and administrative functions.
EXAMPLES OF DUTIES

KNOWLEDGE, SKILL AND ABILITY

Minimum Qualifications - General Experience
Four (4) years of experience in complex clerical work in one or more fiscal/administrative functions such as accounting, accounts examining, budget management, grant administration, payroll, or purchasing.
NOTE: Complex clerical work is defined as generally routine fiscal/ administrative work, such as financial record keeping or examining, bookkeeping, requisitioning or payroll preparation at or above the level of Financial Clerk. Descriptions of these fiscal/administrative functions are attached
Minimum Qualifications - Substitutions Allowed
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of two (2) years.
- One (1) year as a Pre-Professional Trainee in fiscal/administrative work may be substituted for the General Experience.
Preferred Qualifications
- Experience with Core-CT Financials, bookkeeping software, or HRMS systems
- Experience with State procurement policies and procedures
- Experience with P-Card (Purchasing Card) process
- Experience auditing financial records and reports
- Experience processing requisitions, purchase orders or payments
- Experience processing and/or auditing employee payroll
Special Requirements
Persons having responsibility for supervising or observing the behavior of inmates or custodial individuals will be required to possess a high school diploma or General Educational Development (G.E.D.) certification by the time of permanent appointment.
