Purpose and Scope

The position of Construction Project Compliance Manager is an essential function within the organization to ensure that capital improvement, major construction and maintenance projects for Memphis-Shelby County Schools meet all federal, state, and local guidelines.  The position is responsible for managing compliance during all phases of maintenance and construction projects including contracts, specifications, construction, and vendor management.  The position works independently, providing updates through periodic meetings.

Essential Job Functions
Manages compliance for construction of capital improvement, Major Construction and maintenance projects with a focus on meeting federal, state, and local guidelines ensuring that contractors/vendors are consistently maintaining integrity and safe working and learning environments throughout the project.Collaborates with Construction PMs to help design and monitor the implementation and maintenance of an up-to-date construction project records system, including drawings, specifications, warranties, approvals, facilities inventories and other related data.Manages complex problems and provides solutions that are highly innovative and ingenious, achieving quality and process improvements and streamlining.  Ensures that the workgroup's goals and activities are in sync with and support the broader goals and objects of the organization; and that the execution of responsibilities is in accordance with lawful and ethical standards.Oversee interactions with governmental agencies regarding post-site acquisition in the areas of zoning, environmental considerations, permits affecting construction and inter-local agreements for all construction projects.Prepares and maintains a variety of narrative and statistical reports, records, correspondence, and files related to assigned service, activities, and operations; provides appropriate research and compiles reports.Supports in managing the execution of milestones and monitoring progress of construction related grants.Promotes and supports company policies, procedures, mission, values, and standards of ethics and integrity by training and providing direction to others.Ensures business needs are being met by evaluating the ongoing effectiveness of current plans, programs, and initiatives; consulting with business partners, managers, co-workers, or other key stakeholders; soliciting, evaluating, and applying suggestions for improving efficiency and cost-effectiveness.Conducting Site Inspections: regularly visiting construction sites to ensure compliance with health, safety, environmental, and quality standards. Conduct regular inspections to identify potential safety hazards and ensure compliance with safety regulations.Documentation and Reporting: collecting evidence, maintaining records, and filing necessary documentation with relevant bodies and other shareholders.Training and Communication: developing training materials, conducting training sessions, and communicating compliance requirements to all employees. Providing safety training to employees and ensuring they are aware of safety protocols and procedures.Risk Management: identifying potential risks, developing strategies to mitigate them, and ensuring that all business operations align with company policies. Evaluating risks associated with construction activities and developing strategies to mitigate them.Liaising with External Bodies: staying updated on industry requirements and changes by communicating with external regulatory bodies.Documentation: maintaining safety records, including incident reports and safety training certifications.Compliance: ensuring that all construction activities comply with local, state, and federal safety regulations.Emergency Preparedness: developing and implementing emergency response plans for construction sites.Performs other related duties as assigned or directed.Minimum Qualifications

Graduation from an accredited college or university with a bachelor's degree in a relevant area, or equivalent plus an additional 5 years related experience or equivalent for a total education/experience of 9 years.  (PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED).

Degree Equivalency Formula:

Bachelor's Degree= 4 years plus required years of experience.

Master's Degree= 2 years plus required years of experience. Where master's degrees are required, years for bachelor's Degrees must be included.
