Senior Cal/OSHA Construction Safety Trainer
Role Summary
Deliver high-impact Cal/OSHA-aligned training for Public Works department of a County's field staff and supervisors. Own end-to-end delivery—from curriculum tailoring to competency sign-offs—across high-risk construction operations (confined space, LOTO, fall protection, trenching/shoring, scaffolds, heavy equipment, silica, electrical, traffic control). Ensure compliance with Title 8 and County SOPs, drive measurable behavior change, and produce audit-ready records.
Core Responsibilities
- Training Delivery: Teach 8–10 hr courses (English and, if required, Spanish); lead scenario labs, practicals, and knowledge checks; issue certificates.
- Curriculum & SOP Mapping: Tailor lesson plans to Cal/OSHA Title 8 requirements and integrate County case studies and forms.
- Competency & Records: Conduct skills demonstrations, competency sign-offs, and proctor exams; maintain rosters, grades, pass/fail records; prepare post-class reports.
- Risk & Field Relevance: Translate regs into field controls (JHA/JSA, pre-task planning, stop-work authority, near-miss reporting).
- Program Quality: Collect participant feedback (Level 1), assess learning (Level 2), track on-the-job application via supervisor follow-ups (Level 3).
- Safety Culture Enablement: Coach foremen/supers on daily huddles, toolbox talks, and corrective-action follow-through.
- LMS/Compliance Admin: Upload completions to County systems; maintain audit trail for internal/external reviews.
Minimum Qualifications
- Experience: 10+ years in construction safety training/consulting with recent Cal/OSHA focus; demonstrated delivery at public agencies or large contractors.
- Education: Bachelor's in Safety/Industrial Hygiene/Engineering—or equivalent field experience with advanced certifications.
- Trainer Credentials (one or more):
- Cal/OSHA Outreach: OTI Ed Center 5109 (Cal/OSHA Standards–Construction Trainer Course), current.
- (Strongly preferred) OSHA 510/500 (Federal Construction), current.
- BCSP credentials (any): CSP, CHST, SMS, CIT, ASP (CSP/CHST/CIT highly desired).
- Specialty Instructor (any): First Aid/CPR/AED; HAZWOPER; Fall Protection; Confined Space; Forklift/AWP; Flagging/Traffic Control.
- Compliance Knowledge: Deep familiarity with Cal/OSHA Title 8 (e.g., IIPP §3203; Heat §3395; Resp. Prot. §5144; LOTO §3314; Confined Space §§5156–5159; Fall Prot. Subchapter 4/§§1670–1671.2; Silica §1532.3; Excavations/Trenching §1541; Scaffolds §1637+).
- Communication: Excellent platform skills; clear, practical translation of regs to controls; strong report writing.
- Technology: Comfortable with PPT/LMS, spreadsheets for rosters/metrics, and digital certificate workflows.
- Other: Valid CA driver's license; ability to lift training props (up to ~40 lb); background check clearance.

- Bilingual (English/Spanish); public-sector experience; experience with union environments; incident investigation/RCA expertise (5-Why, Fishbone, TapRooT or similar).
