Proposal Manager
Butler, New Jersey (Hybrid)

Our client-an environmental engineering and consulting company providing strategic environmental and engineering services throughout the U.S.-is currently seeking a Proposal Manager to lead all aspects of the proposal development process, from tracking and identification to delivery and follow-up. Proposals range from simple letters to large-scale responses to government RFPs, including SF 330 proposals for federal, state, and local agencies. The role involves close collaboration with marketing staff, technical leads, operations, and accounting.

Responsibilities

  • Define and manage all elements of the proposal development process.

  • Maintain performance data, including won/loss ratios.

  • Develop proposal strategies, key differentiators, and win themes with technical leads.

  • Track RFPs and facilitate go/no-go decisions.

  • Conduct research on clients, competitors, markets, and corporate experience.

  • Assist in developing pursuit plans and client outreach activities ahead of RFP release.

  • Manage proposal team, data collection, and third-party engagement.

  • Oversee costing and price conditioning.

  • Ensure proposals meet criteria and are fully compliant.

  • Proofread for readability, grammar, and consistent brand voice.

  • Manage and update SOQs, resumes, and project descriptions.

  • Ensure quality assurance (QA/QC) and timely delivery of proposals.

  • Prepare written and visual content for client presentations.

  • Manage the debrief process and share insights within the firm.

Requirements and Skills

  • Five+ years of experience in proposal coordination/management, particularly for federal, state, and public agency RFPs in the environmental or engineering sectors.

  • Strong attention to detail and project management skills.

  • Ability to work with diverse personalities and work styles.

  • Advanced MS Word/Excel and proficiency in MS Office programs.

  • Proficiency in Adobe Creative Cloud Suite (InDesign, Photoshop).

  • Expertise in proposal/RFP best practices (e.g., Shipley Proposal Method, SMPS, APMP).

  • Understanding of SOQ/proposal production, including digital and print.

  • Familiarity with industry grammar/style guides and digital tools.

  • Excellent written and verbal communication skills.

  • Ability to work cross-functionally.

Education

  • Bachelor's degree in Marketing, Communications, English, or related field and/or relevant environmental industry experience.
