Job Description

SAIC is seeking a highly skilled Program Acquisition Budget Analyst to provide dedicated Advisory and Assistance Services (A&AS) support to the Defense Threat Reduction Agency, Nuclear Enterprise Support Directorate, Mission Assurance Division.

This is an onsite position, and the work will be performed at Fort Belvoir. The successful candidate will oversee and manage the operational aspects of ongoing projects, serving as a liaison between government project management and planning, and project execution.

The primary duties of this role include:

  • Developing and coordinating Spend Plans.
  • Providing assistance and expertise in drafting procurement documentation, including Statements of Work/Performance Work Standards, Contract Data Requirements Lists, and CLINS.
  • Assisting in financial monitoring, oversight, and reporting, including tracking commitments, obligations, and expenditures, contractor cost data, burn rates, trends, shortfalls, and more.
  • Assisting and advising Program Managers (PM) and Contracting Officer Representatives (COR) with annual closeout procedures.
  • Executing day-to-day coordination with the assigned government Contracting financial analyst to provide accurate accounting of expenditures, obligations, unliquidated obligations, and real-time financial data.
  • Preparing briefs to senior leaders as required.
  • Addressing requests for information from agencies and offices internal and external to DTRA.
  • Attending Mission Assurance senior-level meetings and other operational sync meetings.
  • Assisting in management and reporting of MA Programs.
  • Assisting in gathering data and answering EIS taskers as assigned.

Requirements

The ideal candidate will have a detailed financial background, understanding of DoD Financing and programs with significant funding flows. They must be able to keep track of records, including MIPRs, DTS/travel, contracts financing, and more. The candidate should have an accounting and budgeting background and be able to track spend plan actions across divisions.

Qualifications

The candidate must have:

  • A Bachelor's Degree and six (6) years of experience; Master's Degree and four (4) years of experience.
  • Two or more years of experience working in DoD programs.
  • In-depth knowledge and expertise with Microsoft Excel, including the ability to develop and maintain large, complex spreadsheets.
  • Strong Microsoft Office skills, preferably including Microsoft Project.
  • Strong financial skills.
  • Good written and verbal communication skills.
  • Basic understanding of Government contracting processes and practices.
  • Strong attention to detail and organizational skills, team player.
  • Strong analytical and problem-solving skills.

Clearance

Active TS/SCI clearance is required.

Desired Qualifications

The ideal candidate will have:

  • Extensive knowledge of military operations and familiarity with strategic planning and joint operations with major Command staff activities.
  • Polished speaking skills, capable of interacting with senior Government leadership, and capable of preparing papers, reports, and briefings.
  • 3-10 years of relevant experience with DoD programs.
  • Prior experience with DTRA programs, specifically within DTRA Nuclear Enterprise.
  • Understanding of J10MA assessment programs, preferably prior experience with mission assurance programs and/or assessments.
  • Prior interactions with OSD, Joint Staff, CCMDs, Military Services, and other government agencies.
  • Possesses military Staff/War College training, strong writing and briefing skills, and coaching and leading skills.
