Job Summary

The Texas Department of Public Safety DEPT 405 is seeking a highly skilled and experienced Licensing and Review Team Lead to join our team. As a key member of our Licensing and Permitting division, you will be responsible for providing advanced licensing and permitting work, serving as a subject matter expert, and training and guiding team members in their assigned duties and responsibilities.

Key Responsibilities
  • Serves as the designated team lead and subject matter expert for the assigned program area, ensuring compliance with administrative codes, state statutes, and agency policies and procedures.
  • Trains and provides guidance to team members regarding their assigned duties and responsibilities, and provides on-the-job or remedial training as needed.
  • Serves as an escalation point to resolve highly complex and escalated programmatic, and/or customer service issues, and performs the day-to-day operations and duties of assigned program area.
  • Participates in the preparation of and/or presents information to appropriate organization(s) and the public regarding the application of statutes, rules, regulations, inspections, investigations, and other information pertaining to regulated programs.
  • Updates and maintains information associated with license or permit applications, fee payments, violations, compliance, and enforcement actions for applicants, licensees, and registrants in related databases.
  • Assists with developing policies, standard operating procedures (SOPs), and training materials related to assigned programs, and monitors performance of the section and work product of employees in assigned program area.
  • May review and prepare responses to governmental inquires, and work may involve researching and providing requested information for subpoenas, open records requests, and Governmental Relations Action Sheets (GRAS).
  • May assist leadership with the analysis, preparation, and review of legislative proposals, and may assist with planning and implementation of new operating processes or programs.
  • Attends work regularly and observes approved work hours in accordance with agency leave and attendance policies, and performs other duties as assigned.

Requirements
  • Education: Sixty (60) semester hours of college credit in the field of criminal justice, business administration, or political science is preferred.
  • Experience: Minimum of four (4) years progressively responsible experience in processing and reviewing materials in relation to laws, rules, regulations, or programs administered by local, state, or federal government entities.
  • Licensure and/or Certification: If driving is required, must possess a valid driver license from state of residence.
  • Regulatory knowledge: Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.
  • Leadership skills: Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management obtained through documented prior Supervisory/Managerial/Lead roles as applicable to the classification level.
  • Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness, and provide clear direction to others, promote teamwork and motivate others to accomplish goals.
  • Technology Proficiency: Proficient with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, CJIS, SharePoint) and be able to learn program specific software/systems.
  • Interpersonal Skills: Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.
  • Organizational and Prioritization Skills: Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.
  • Presentation/Communication Skills: Must be able to construct and deliver clear, concise, and professional presentations and/or communications to a variety of audiences and/or individuals.
  • Research and Comprehension: Must demonstrate ability to quickly and efficiently access relevant information and be able to utilize and/or present research and conclusions in a clear and concise manner.
  • Analytical Reasoning/Attention to Detail: Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.
  • Confidentiality and Protected Information: Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
  • Safety: Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.
