The Head of Talent Acquisition oversees the operational effectiveness of recruitment and talent sourcing initiatives to ensure RAND attracts, recruits, and retains exceptional talent.
This role will be accountable for the proactive management of the talent acquisition function at RAND. Responsibilities include refining systems and processes related to workforce planning, candidate sourcing, interview training, and managing external talent acquisition partnerships, as well as candidate selection.
Additionally, the Head of Talent Acquisition will be instrumental in implementing and utilizing best practice talent acquisition processes within Workday. This position will collaborate cross-functionally with the HR Department and work closely with department leadership to support the organization's research and operational needs.
Acts as a critical business resource in developing and interpreting company policies, procedures, and guidelines to ensure that talent acquisition programs and policies are compliant, equitable, and competitive.
DUTIES AND RESPONSIBILITIES:
May perform any or all of the following duties:
Ensures that all recruitment and talent acquisition programs are administered fairly and consistently across the organization. Directs and participates in recruitment processes for senior-level roles. Consults with and advises management regarding recruitment and talent acquisition, including new positions and process improvements. Provides strategic and tactical oversight of the talent acquisition function, including workforce planning through to onboarding, ensuring alignment with business priorities across all divisions for scalable and sustainable growth. In collaboration with HR colleagues and business leaders, drives measurable outcomes in line with the staffing plan to meet current and future talent management strategies, including diversity, equity, and inclusion initiatives. Leverages and manages external partnerships with talent acquisition firms, search agencies, and temporary staffing agencies, ensuring high-performance teamwork. Develops enhanced systems, resources, and tools for hiring managers; refines interview training programs. Provides proactive insights on current and emerging talent trends that impact our talent strategy or business, including ongoing evaluations of integrating AI into the overall talent acquisition function. Develops and tracks talent acquisition metrics that help assess, analyze, and understand our talent pipeline, identifying strengths and areas for improvement for continuous enhancement. Evaluates employer branding strategies as they relate to talent acquisition, including workplace awards, recognitions, and social media presence in collaboration with Communications and External Affairs. Management Duties:1) Determines staffing levels, interviews/hire new employees, ensures appropriate training, conducts performance evaluations, counsels employees, and takes necessary disciplinary actions.
2) Develops and administers objectives, operating policies and procedures, budget, and strategic action plans to achieve goals.
3) Provides leadership and motivation by establishing clear expectations, communicating specific performance feedback, and delivering timely and thorough performance evaluations. Other responsibilities as assigned.

RAND considers various factors when formulating an offer, including but not limited to the specific role and associated responsibilities; a candidate's work experience, education/training, skills, expertise; and internal equity. Successful candidates will be offered employment in a specific title, as determined by the candidate's education and experience. The salary range includes base pay plus RAND's sabbatical pay (which provides additional compensation above base pay when vacation is taken). In addition, RAND provides strong benefits including health insurance coverage, life and disability insurance, savings plan, paid time-off, and more.
