Role Overview:
The Program Operations Engineer (POE) serves as the primary liaison between Manufacturing and the Program Management team for designated programs or projects.
This role requires close collaboration with Quality & Mission Excellence, Engineering, Business Management, and Global Supply Chain.
The POE will ensure adherence to schedule and budget for assigned programs or projects by acting as the Control Account Manager (CAM) in a dynamic environment that supports the procurement, assembly, and testing of electronic warfare simulation equipment.
Key Responsibilities:
- Act as the interface between Manufacturing and various functional groups, providing leadership throughout the design, assembly, testing, and delivery phases to meet customer, program, and corporate objectives.
- Serve as the CAM for Manufacturing, encompassing assembly, testing, and manufacturing support functions for assigned programs or projects.
- Oversee and coordinate all operations throughout the program lifecycle when a supplier or Northrop Grumman facility is involved in builds, including:
- Procurement coordination
- Workforce and capacity planning
- Make/buy decisions
- Intercompany Work Order (IWO) management through Global Supply Chain
- Material tracking and kitting coordination
- Build status updates
- Schedule and cost performance monitoring
- Quality and technical issue resolution
- Relationship management
- Implementation of continuous improvement strategies
- Reporting on program cost, schedule, technical, and quality performance
- Resource loading management for the manufacturing area, ensuring schedules align with organizational capacities.
- Establish and communicate team objectives and goals to ensure a unified direction.
- Develop improved methods/models for managing labor resources and enhancing forecasting accuracy.
- Create better metrics and visibility in reporting program cost, schedule, and quality.
Qualifications:
To be considered for this role, candidates must meet the following criteria:
- Completion or enrollment in a Master's degree program from an accredited institution.
- Major in a STEM (Science, Technology, Engineering, or Mathematics) discipline.
- Ability to obtain a U.S. Government security clearance (U.S. citizenship is a prerequisite).
- Capability to obtain Special Access Program clearance within a reasonable timeframe, as determined by business needs.
Preferred Qualifications:
- Overall cumulative GPA of 3.0/4.0 or higher.
- Experience in a manufacturing environment.
- Bachelor's degree in Industrial or Mechanical Engineering.
- Master's degree in Engineering or Business Administration.
- Knowledge of Production Planning.
- Customer interface skills.
- Experience as a Control Account Manager (CAM).
- Experience in Continuous Improvement (CI).
- Supplier management experience.
- Quoting and estimating experience.
- Familiarity with Earned Value Management Systems (EVMS) or a clear understanding of Earned Value (EV).
Salary Range: $79,300 - $118,900
