Job Summary

We are seeking a highly skilled Financial Manager III to join our team at the State of Vermont. This is a unique opportunity to work in a supportive environment that offers a great sense of purpose and a feeling of giving back to the community.

The Financial Manager III position supports dedicated colleagues who are committed to protecting various program areas. Working closely with department colleagues, this staff member ensures that agreements are written in accordance with State policies and executed efficiently so project work can be completed on schedule.

This position is responsible for managing a team of contract specialists, drafting and processing contracts, and maintaining tracking systems for work in process. The Financial Manager III will also provide guidance and training to agency or department staff on procurement procedures and provide contract and administrative support to department staff, contractors, and consultants.

The ideal candidate will have a bachelor's degree in accounting or a related field and three or more years of professional level accounting experience, including experience managing programs, funding sources, or staff. Alternatively, the candidate may have a bachelor's degree in any discipline and five or more years of professional level accounting experience.

Key Responsibilities
  • Manage a team of contract specialists
  • Draft and process contracts, requests for information, quotes, and proposals
  • Maintain tracking systems for work in process
  • Prepare recommendations to supervisor for approval of notices to proceed, amendment requests, sole source and bidder contracts
  • Confer regularly with the State's Risk Management Division and the Attorney General's Office on matters involving insurance coverage, protection from liability, and other legal and procedural issues
  • Provide guidance and training to agency or department staff on procurement procedures
  • Provide contract and administrative support to department staff, contractors, and consultants
