Job Title: Contract Specialist, Policy, Small Business PSC, and Training

We are seeking a highly skilled Contract Specialist to join our team at Oak Ridge Associated Universities. As a Contract Specialist, you will play a critical role in supporting the mission of the Acquisition Division (ACQ) of the U.S. International Development Finance Corporation (DFC).

Job Summary:

The Contract Specialist will engage in the creation and writing of policy for Acquisitions, DFC, and for external customers to follow. This includes recommending changes to ensure that DFC's Mission is fully accomplished. The successful candidate will present and teach such policies to stakeholders through training, including oral presentations, creation of guides, digital creative videography, and other unique methods.

Responsibilities:
  1. Develop and implement policies and procedures for Acquisitions, DFC, and external customers.
  2. Recommend changes to ensure that DFC's Mission is fully accomplished.
  3. Present and teach policies to stakeholders through training.
  4. Act as a point of contact for all trainings to DFC, internal employees, external stakeholders, and customers.
  5. Analyze, review, and evaluate small business programs.
  6. Encourage small business interest and participation in DFC opportunities.
  7. Develop acquisition strategies, review contracts, and coordinate strategic outreach activities.
  8. Research and draft policy to advance the DFC acquisition program.
  9. Develop organizational policies, initiatives, and objectives that comply with the DFC Acquisitions Program and legislative intent.
  10. Represent the ACQ team at inter-office panels and coordination groups.
  11. Monitor and control finances to ensure accountability of monetary resources.
  12. Make written and oral presentations to report status and provide recommendations.
  13. Develop and recommend changes in functions and organization of the division.
  14. Collaborate with IT to develop new reports and test reports prior to release.
  15. Interpret user needs into clear and succinct business requirements.
  16. Coordinate and manage all trainings that follow the creation of a policy.
  17. Write and edit PowerPoint presentations, handouts, and other informational materials.
  18. Create diagrams, charts, and other visual aids to assist readers.
  19. Use digital videography or digital media to create videos or walk-throughs of assignments, projects, policies, and other documentation.
  20. Coordinate and organize reoccurring training for all stakeholders of DFC Acquisitions.
  21. Act as point of contact for quarterly COR trainings and Bi-weekly Acquisition trainings.
  22. Frequently prepare, organize, and present trainings.
  23. Analyze, evaluate, and review small business programs to increase small business interest and participation in DFC opportunities.
  24. Participate and provide strategic direction in the Advance Acquisition Process.
  25. Participate in pre-award surveys conducted by the component.
  26. Support requirements and processes to monitor and measure progress against Federal small business goals.
  27. Ensure accurate reporting of prime small business awards into the Federal Procurement Data System-Next Generation (FPDS-NG).
  28. Monitor and maintain the Federal lower-tier subcontract reporting process.
  29. Review contract files and provide input on Acquisition processes to improve operations and output of Contract Specialist/Officers.
  30. Serve as the CPARS focal point for DFC.
Qualifications:

We are seeking a highly skilled Contract Specialist with a Bachelor's Degree in a relevant field and at least 7 years of demonstrated experience. The ideal candidate will have experience in writing Acquisition policy in a Department of Defense (DOD) or civilian Agency, practical experience in the 1102 Field as a Contract Specialist or Contracting Officer, and a FAC COR level II or equivalent industry standard certification or higher.

The preferred candidate will possess expertise in digital media with a specialization in producing instructional videos, complemented by a comprehensive overview of the Acquisition Department's functions and responsibilities.

The candidate must be a U.S. Citizen and have the ability to obtain and maintain a Public Trust Clearance.
