Job Title: Contract Specialist, Policy, Small Business PSC, and Training

We are seeking a highly skilled Contract Specialist to join our team at Oak Ridge Associated Universities. As a Contract Specialist, you will play a critical role in supporting the mission of the Acquisition Division (ACQ), Office of Administration (OA) of the U.S. International Development Finance Corporation (DFC).

Job Summary:

The Contract Specialist will engage in the creation and writing of policy for Acquisitions, DFC, and for external customers to follow. This includes recommending changes to ensure that DFC's Mission is fully accomplished. The successful candidate will present and teach such policies to stakeholders through training, including oral presentations, creation of guides, digital creative videography, and other unique methods.

Responsibilities:
  1. Engage in the creation and writing of policy for Acquisitions, DFC, and for external customers to follow.
  2. Recommend changes to ensure that DFC's Mission is fully accomplished.
  3. Present and teach policies to stakeholders through training, including oral presentations, creation of guides, digital creative videography, and other unique methods.
  4. Act as a point of contact for all trainings to all of DFC, internal employees in Acquisitions, DFC's external stakeholders, and those customers interested in doing business with DFC.
  5. Analyze, review, and evaluate small business programs, encouraging small business interest and participation in DFC opportunities through outreach, attendance at industry events, and capability meetings.
  6. Participate and provide strategic direction in the Advance Acquisition Process to determine acquisition strategies, including set-aside possibilities and subcontracting plan opportunities.
  7. Participate in pre-award surveys conducted by the component to make preliminary determinations of responsibility of small business concerns.
  8. Support requirements and processes to monitor and measure progress against Federal small business goals.
  9. Ensure that the component is accurately reporting its prime small business awards into the Federal Procurement Data System-Next Generation (FPDS-NG).
  10. Monitor and maintain the Federal lower-tier subcontract reporting process, including coordination with Procurement, and tracking subcontractor submittals and performance.
  11. Review contract files and provide input on Acquisition processes to improve operations and output of Contract Specialist/Officers.
  12. Serve as the CPARS focal point for DFC.
Qualifications:

To be successful in this role, you will need:

  • Bachelor's Degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • 7+ years of demonstrated experience in writing Acquisition policy in a Department of Defense (DOD) or civilian Agency.
  • Practical experience in the 1102 Field as a Contract Specialist or Contracting Officer.
  • FAC COR level II or equivalent industry standard certification or higher.
  • Expertise in digital media with a specialization in producing instructional videos, complemented by a comprehensive overview of the Acquisition Department's functions and responsibilities.
  • Ability to obtain and maintain a Public Trust Clearance.
