The Senate is seeking a highly skilled IT Procurement & Contracting Specialist to join our team. As a key member of our procurement team, you will be responsible for soliciting, awarding, and managing software licensing agreements, hardware procurements, cloud service agreements, professional services, and maintenance and support IT contracts.
Key Responsibilities- Solicit, award, and manage software licensing agreements, hardware procurements, cloud service agreements, professional services, and maintenance and support IT contracts.
- Collaborate with staff to develop technology procurement standards, templates, and guidelines.
- Provide guidance to SAA staff in the preparation, process, rules and regulations, contract selection, and award of procurements.
- Address or escalate problems related to the procurement process and conduct debriefs following the selection process.
- Prepare and issue Requests for Proposals (RFP), Requests for Quotations (RFQ), Requests for Information (RFI) and Sources Sought Notices (SSN).
- Analyze and evaluate price proposals and assist in the development of Independent Government Cost Estimates, development of competitive range decisions, source selection decision memoranda, limited competition justifications and other supporting documentation.
- Three to five years of IT public purchasing experience.
- Must possess and maintain FAC-C Professional certification within 24 months of date of hire.
- Must possess and maintain FAC-C Digital Services (FAC-DS) specialization within 24 months of date of hire.
- Knowledge of technology including software licensing models, current and emerging compliance requirements impacting IT hardware, software, and services acquisitions, and contract terms.
- Experience using agile contract methods.
- Experience collaborating closely with cross-functional teams to ensure alignment on contractual and legal matters.
- Experience providing contract-related support and guidance to management and technology project teams.
- Knowledge of modern practices used in procuring information technology equipment and software.
- Ability to operate a personal computer with proficiency in word processing, spreadsheet, and database software.
- Ability to understand and follow oral and written instructions.
- Ability to work effectively with all levels of management and staff.
- Ability to effectively interact with staff members representing all levels of the organization, as well as with outside vendors.
- Ability to communicate, multi-task and collaborate effectively.
- Knowledge of effective government purchasing principles and practices.
- Ability to negotiate contract terms successfully addressing business needs, licensing, compliance with Senate terms, security, privacy, and other requirements.
- Work is performed in an office environment requiring sustained use of computers and office equipment.
A 4-year course of study leading to a bachelor's degree with a major in any field; or at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
