Job Title: IT Business AnalystJob Summary:

We are seeking an experienced IT Business Analyst to join our team at the State of Washington. As an IT Business Analyst, you will play a crucial role in supporting our Division of Vocational Rehabilitation. Your primary responsibility will be to serve as a liaison between business and IT units, applying your extensive business analysis and technical expertise to manage assignments of varying complexity.

Key Responsibilities:
  • Conduct advanced business and systems analysis, defining detailed requirements and verifying requirements traceability through development and implementation.
  • Implement and maintain division-wide business analysis standards, processes, and assets.
  • Responsible for business analysis components for governance and IT solutions, verifying alignment with regulations and standards.
  • Solicit stakeholder and IT feedback to optimize business analysis outcomes.
  • As a member of the Business Application Support Team, assist in the transition to business intelligence and data-driven decision-making.
  • Perform program and system risk assessment and gap analysis to determine project impacts.
  • Lead requirements elicitation, prioritization, and translation into specifications for new and modified systems.
  • As a member of the Business Application Support Team, assist in planning and overseeing solution evaluations, acceptance testing, and release to production.
  • Provide expertise on the accessibility of web-based solutions and overall technical accessibility of proposed systems.
  • Along with Senior Quality Assurance staff, coordinate User Acceptance Testing, develop release notes, and manage solution approvals and defects.
Requirements:
  • Eight years of progressive experience consulting, analyzing, designing, programming, installing and/or maintaining computer software applications, directing projects, providing customer or technical support in IT.
  • Two years of direct experience in business analysis and web development, including eliciting, tracking, and documenting business, user, and technical requirements; translating requirements into buildable and testable system specs, user stories, acceptance criteria; performing system analysis; evaluating solutions for conformance requirements; conducting user acceptance testing; designing and developing dynamic web interfaces or interactive prototypes using HTML/XML, scripting, and CSS.
Preferred Qualifications:
  • Experience conducting technical accessibility conformance audits and code reviews on web-based IT solutions, including assessing level of severity, prioritization of issues, and recommending techniques for remediation.
  • Solid skills in Customer Orientation, Results Orientation, and Quality.
  • Completion of a training program or certification from the International Institute of Business Analysis (IIBA).
