We are currently seeking a seasoned professional to join our Water Business Group (WBG) as a Senior Commercial Operations Manager. In this role, you will primarily oversee a portfolio of projects where HDR serves as a design subcontractor to a general contractor in the water infrastructure design-build sector. Your responsibilities will include aiding in the establishment, negotiation, and enforcement of HDR's design contract terms, negotiating subcontract terms, and documenting any necessary amendments throughout project execution. You will manage the non-technical facets of assigned projects in close collaboration with the Project Manager and Design Manager.

Key Responsibilities:

General Duties:

  • Work closely with Project and Design Managers to monitor cost, schedule, and risk activities, ensuring adherence to contract stipulations.
  • Collaborate with fellow WBG Commercial Managers to implement effective commercial and change management practices on design-build projects.
  • Engage in water infrastructure projects during both the pursuit and delivery phases as needed.
  • Coordinate with other business group Commercial Managers to ensure cohesive delivery of commercial management services.
  • Support Construction and Program Management efforts by addressing commercial management challenges.
Project Pursuit Phase:

Partner with the APD Director, pursuit team, and project manager to prepare responses to solicitations while maintaining strong relationships with contracting partners. Focus on teaming agreements, subcontract terms, and defining HDR's scope of work and fees.
  • Collaborate with WBG APD Director and General Counsel on teaming agreements and design subcontract terms.
  • Review RFPs for performance standards and collaborate on acceptance or mitigation strategies.
  • Work with the APD Director and Project Manager to navigate HDR's risk review process.
  • Establish processes for non-technical contract administration and train project teams accordingly.
  • Assist in addressing project insurance requirements in compliance with corporate policies.
  • Develop and negotiate procurement phase design budgets in collaboration with the Project Manager.
  • Support the Project Manager in managing procurement phase design scope and budget changes.
  • Engage with technology providers and suppliers on commercial matters.
  • Help establish and manage the project risk register.
  • Review contract documents to minimize conflicts and ambiguities.
Project Delivery Phase:
  • Oversee non-technical aspects of ongoing contracts, ensuring compliance with contract documents.
  • Assist in drafting subcontracts for design or engineering services and administer current prime contracts.
  • Develop and implement processes for non-technical contract administration.
  • Conduct contract awareness training and lead change management initiatives.
  • Support the Project Manager in correspondence and record-keeping for effective contract administration.
  • Facilitate contract changes and assist in negotiations and claims defense.
  • Help prepare change order and claim logs.
  • Assist in contract close-out procedures to ensure compliance with all terms.
  • Ensure all necessary warranties, bonds, and insurances are maintained as per contract requirements.
  • Monitor deliverable submissions and contractual notices.
  • Track project budget and earned value in collaboration with the Project Manager.
  • Prepare and distribute monthly commercial reports as needed.
  • Participate in project review meetings to report on cost, schedule, and risk issues.
  • Perform additional duties as required.
Preferred Qualifications:
  • Professional Engineer (PE) certification.
  • Design-Build Institute of America (DBIA) certification.
Required Qualifications:
  • At least 10 years of experience in Architecture/Engineering, Design-Build, project management, or related fields.
  • Bachelor's degree in engineering, architecture, business, law, or a related field.
  • In-depth knowledge of contracting practices in the relevant industry.
  • Familiarity with project controls and management software.
  • Experience in contract negotiation and claims management.
  • Strong communication and leadership skills.
  • Commitment to quality and continuous improvement.
  • Ability to mentor and guide team members.
