Position Overview:

Individuals in this role will deliver civil engineering expertise and oversee projects within the Project Rehabilitation Section of the State Water Projects Bureau. This position mandates licensure as a Professional Engineer in Montana. The engineering disciplines relevant to this role encompass geotechnical, hydrologic, hydraulic, mechanical, structural, and economic engineering. Preferred qualifications include experience in surveying, technical documentation, and construction management. Proficiency in these areas is essential for identifying operational challenges, developing rehabilitation strategies, designing repair initiatives, securing funding, producing contracts, managing consultants and construction teams, and collaborating with various stakeholders.

The design responsibilities for State Water Projects necessitate a robust engineering foundation, including formal education, specialized training, and practical design experience, particularly concerning dams and water conveyance systems. Each water project presents unique challenges, often requiring innovative and tailored design solutions.

Key Responsibilities:

  • Communication and Documentation: Ensure thorough documentation of work products in suitable formats (emails, field reports, technical reports, etc.) and effectively communicate findings to colleagues, water user associations, contractors, and regulatory bodies through various channels.
  • Engineering Inspections: Conduct annual and regulatory five-year inspections of dams and related structures, identifying and prioritizing maintenance and repair needs.
  • Project Management: Develop comprehensive scopes, schedules, and budgets for dam repair and rehabilitation projects, overseeing consulting engineers throughout feasibility, design, and construction phases.
  • Construction Oversight: Manage construction contracts for projects ranging from thousands to millions of dollars, providing oversight and reviewing construction documentation.
  • Technical Analysis and Design: Direct the collection of necessary field data to evaluate project performance and develop engineering designs, including feasibility analyses and preparation of plans and specifications.
  • Field Work: Engage in fieldwork approximately 15% of the time, which may involve working in diverse weather conditions and physical environments.

The Agency may consider candidates for a Training Assignment if they do not meet the minimum experience qualifications. Additionally, candidates without a Professional Engineer License may be considered if they possess Engineering Intern certification and can obtain licensure within one year of hire.

Minimum Qualifications:

  • Bachelor's degree in civil engineering or a related field from an ABET-accredited program.
  • Licensure as a Professional Engineer as mandated by the Board of Professional Engineers and Land Surveyors.
  • A minimum of two years of relevant post-licensure experience.
  • Specialized knowledge in civil engineering areas pertinent to dams.

Required Skills and Abilities:

  • Thorough understanding of civil engineering principles with a focus on construction, structural design, hydraulics, hydrology, and soil mechanics.
  • Considerable knowledge of surveying, contracts, design practices, and technical writing.

Special Information: Candidates must be eligible to work in the United States and possess a valid driver's license.

Eligibility to Work: Selected candidates must provide documentation proving authorization to work in the United States within three days of hire.
