Position Overview:

Individuals in this role deliver civil engineering knowledge and project oversight for the Project Rehabilitation Division within the State Water Projects Bureau. This role necessitates licensure as a Professional Engineer in Montana. The engineering fields relevant to this position encompass geotechnical, hydrologic, hydraulic, mechanical, structural, and economic engineering. Familiarity with surveying, technical documentation, and construction practices is advantageous. Expertise in these areas is utilized to pinpoint operational challenges, formulate rehabilitation strategies, design repair initiatives, seek funding opportunities, create contracts, oversee consultants and construction teams, and collaborate with private, state, and federal organizations.

The design responsibilities for State Water Projects demand a robust engineering foundation, including formal education, specialized training, and design experience specifically associated with dams and water conveyance systems. Each water project presents unique challenges, often requiring innovative and tailored design solutions.

Key Responsibilities:

  • Communication and Documentation: Accurately document work outputs in suitable formats (emails, field reports, technical reports, construction reports, etc.) and convey information to colleagues, water user associations, contractors, regulatory bodies, and others through various communication methods.
  • Engineering Inspections: Perform annual and regulatory five-year assessments of dams and related structures, identifying, prioritizing, designing, and executing recommendations for operation, maintenance, and repairs.
  • Project Management: Develop scopes, timelines, and budgets for dam repair and rehabilitation projects, managing consulting engineers throughout feasibility, design, and construction phases.
  • Construction Oversight: Create and manage construction contracts for projects ranging from thousands to millions of dollars, providing oversight on various construction activities.
  • Engineering Design and Analysis: Lead the collection of field data necessary for evaluating project performance and developing engineering designs, conducting feasibility studies to establish scope, schedule, and cost estimates for dam repair tasks.
  • Field Work: Engage in fieldwork approximately 15% of the time, which may occur under various weather conditions and outside regular working hours, involving physical activities such as climbing ladders and navigating sloped surfaces.

The Agency may offer a Training Assignment for interested candidates who do not meet the minimum experience qualifications. Additionally, candidates without a Professional Engineer License may be considered if they possess Engineering Intern certification and can obtain licensure within one year of employment.

Minimum Qualifications:

  • A bachelor's degree in civil engineering or a related field from an ABET-accredited program.
  • Licensure as a Professional Engineer as mandated by MCA and the Board of Professional Engineers and Land Surveyors, with Montana licensure required within six months of hire.
  • A minimum of two years of relevant post-licensure experience.
  • Specialization in a civil engineering discipline pertinent to dams (e.g., geotechnical, hydrology, hydraulic, structural) through education or experience.

Required Skills and Knowledge:

  • Comprehensive knowledge of civil engineering principles with a focus on construction, structural design, hydraulics, hydrology, and soil mechanics as they relate to water resource projects.
  • Significant understanding of surveying, contracts, design and construction practices, economics, engineering software, and technical writing.

Special Information: Candidates must be eligible to work in the United States and possess a valid driver's license with fewer than 12 conviction points in the last 36 months.

Eligibility to Work: In compliance with the Immigration Reform and Control Act, the selected candidate must provide documentation within three days of hire that verifies authorization to work in the United States.
