Strategic Procurement Leader for National Impact

A strategic procurement leader is sought by the Johns Hopkins University Applied Physics Laboratory (APL) to supervise and lead a team of buyers and subcontract managers. The successful candidate will provide expert procurement advice, assign work, define expectations, implement guidance and policies, and foster the professional development of staff.
About the Role:
- Supervise and lead a team of approximately 8-15 buyers and subcontract managers.
- Provide expert procurement advice and guidance to staff.
- Assign work, define expectations, and implement guidance and policies.
- Foster the professional development of staff.
Responsibilities:
The Section Supervisor will be responsible for:
- Establishing and promoting a climate conducive to intellectual curiosity, creativity, innovation, collaboration, growth, productivity, and respect for others.
- Drafting personnel requisitions, interviewing candidates, collaborating on hiring decisions, and ensuring that technical knowledge is exchanged within and beyond the section.
- Implementing best practices to ensure compliance with APL policies and federal procurement regulations.
- Ensuring that the section is staffed at the correct level and that staff are aligned appropriately.
- Working collaboratively across the Department and Lab to foster partnering to maximize the impact to the organization.
- Facilitating and overseeing the implementation of section-level operational transformation initiatives.
Requirements:
The ideal candidate will possess:
- A Bachelor's or Master's degree in Business Administration or a related field.
- A minimum of 8 years of experience in Federal Procurement, Contracting, and/or Subcontracting.
- A minimum of 5 years of experience leading and/or managing staff with demonstrated ability to exercise appropriate judgment and discretion.
- The ability to think strategically and lead change while working in a practical manner to ensure that change is delivered in a sustainable way.
- Excellent interpersonal skills, written, and oral communication skills.
- Highly organized and able to prioritize with demonstrated capability to work in a fast-paced environment.
- The ability to obtain a Secret level security clearance.
