At PTS Advance, we are seeking a skilled Labor Relations Specialist to join our team. This role requires close collaboration with our regional Procurement team, the PROS & Project Delivery team responsible for Turnaround (TAR) work, as well as the Franchise. The successful candidate will be responsible for fostering positive labor relations with external contractors and organized labor organizations that provide services at our plant sites.

Key Responsibilities:

  • Develop and lead our company's strategy for partnering with organized labor, particularly Building Trade Unions, to enhance and maintain our operating facilities.
  • Establish and manage relationships with key internal and external stakeholders to effectively communicate and execute the company's strategy.
  • Serve as the primary point of contact for ensuring compliance with California SB740 law, providing advice, guidance, and resolving inquiries related to the law and other applicable policies and labor regulations.
  • Develop and maintain an Employee Handbook, training plans, and materials to keep new team members up to date with the latest SB-740 regulations.
  • Act as the go-to expert on the company's approved Project Labor Agreement (PLA), interfacing with internal teams, legal counsel, contractors, customers, regulatory agencies, and unions.

Requirements:

  • Strong background in labor relations within both the private and public sectors.
  • Practical experience on SB740 law in California.
  • Exceptional negotiation and mediation skills.
  • Outstanding leadership abilities.
  • High ethical standards with the ability to maintain confidentiality.
  • Excellent written and oral communication skills, coupled with strong interpersonal skills.
  • Ability to multi-task and manage time effectively.
  • Proficiency in the Microsoft Office suite.
  • Strong skills in public speaking, presentation, training, and teaching.
  • Comfortable working in a plant TAR setting.

Education and Licensing:

  • Bachelor's degree in labor relations or engineering, with a minimum of 10 years of experience in heavy industrial construction/projects involving construction trade unions and/or contractors.
  • Valid and clean driver's license.
