The City of Virginia Beach is seeking a Business Application Specialist II within the Housing and Neighborhood Preservation Department (HNP). This role is integral to a collaborative technology services team that provides essential technological support for the department. The primary mission of HNP is to connect individuals with resources, ensuring they can maintain or enhance their housing within thriving, well-kept neighborhoods.

The Housing Tech Team operates under a Federated Support model, with oversight from the Information Technology (IT) department. This structure is designed to successfully enhance, support, maintain, upgrade, and replace technological solutions and services tailored for the department. HNP will establish and approve the team's priorities, guiding the development of work plans.

The Business Application Specialist II serves as the applications expert for Housing and Neighborhood Preservation. Key responsibilities include:

  • Providing user support for housing technology and applications, as well as project team assistance.
  • Supporting the System Analyst II, who leads the Housing Tech Team.
  • Managing user access to systems, including adding and removing users and assigning passwords as necessary.
  • Acting as the first point of contact for troubleshooting system issues related to assigned applications; logging and resolving technology tickets for incidents and services.
  • Overseeing incident, problem, and change management for assigned divisions, covering hardware, software, network access, and business applications.
  • Reviewing and analyzing existing applications to identify issues and information processing needs.
  • Evaluating user requests for new or enhanced computer information systems.
  • Modifying current software to optimize operations, consolidate programs, reduce complexity, or enhance information system performance.
  • Testing and validating new technology solutions or services.
  • Assisting in the documentation of processes.
  • Preparing and reviewing requests for new hardware and software.
  • Maintaining an inventory of hardware and software assets.
  • Participating in training sessions and professional development opportunities to enhance technical skills.
  • Serving on committees and boards focused on computer information systems initiatives.
  • Providing system and network administration and security.
  • Acting as the subject matter expert for assigned business application processes.
  • Collaborating with IT and/or vendors to address software and hardware challenges.
  • Assessing the department's strategic technology requirements and identifying growth opportunities.
  • Researching capabilities of new vendor systems and updates to existing systems.
  • Coordinating departmental activities with IT during system installations, deployments, and related processes.

This position is responsible for managing the department's current and future business application systems, including Accela Automation, Accela Mobile Application, the Certificate of Compliance Inspection Process, the Housing Rehabilitation Database, Housing Pro (HAPPY Software), and the Housing Locator Application. The role involves assisting department staff in evaluating, documenting, training, and providing user support for government information databases and associated processes. Additionally, the position will identify business needs and opportunities for process improvements, analyze business operations, conduct studies, and research effective methods to streamline workflows.

The ideal candidate should possess knowledge and experience in Java scripting, data extraction from automated business applications, and the ability to create and update custom reports (ad hoc and/or SQL). Experience in training others on new software, hardware, databases, and web-based applications, as well as developing technical and non-technical documentation and training materials, is essential. The candidate should also have experience in analyzing and streamlining work processes for automation, testing software implementations, managing logistics of tracking devices, licenses, and equipment, and providing end-user support for software and hardware maintenance and troubleshooting.

The starting salary for this position is contingent upon the qualifications of the selected candidate.
