Key Responsibilities- Supervise and direct staff in analyzing, drafting work plans, and preparing implementation methodologies for new Governmental Accounting Standards Board (GASB) pronouncements.
- Participate in and direct research on complex financial analyses to determine appropriate accounting treatment for financial accounting and reporting pronouncements.
- Collaborate with other Section managers and staff to support SCO's financial reporting mandates and ensure conformity to GAAP, government codes, or other legal authorities.
- Prepare and review staff's analyses of legislative proposals, legal opinion requests, written comments, white papers, and implementation of new financial accounting and reporting standards.
- Review and respond to complex, technical, and sensitive correspondence.
- Provide financial accounting and fiscal policy expertise to the Department of FI$Cal in the development of a statewide financial accounting system.
- Experience in implementing new GASB pronouncements.
- Ability to read, understand, and interpret legislation and GASB pronouncements.
- Extensive knowledge of accounting principles and financial statement preparation.
- Proficient in preparing legislative analyses, budget change proposals, white papers, and GASB implementation methodologies.
- Excellent communication skills, dependability, and tact.
- Ability to work collaboratively with others.
- Demonstrate a high degree of initiative, independence of action, and originality.
- Ability to work under pressure, multi-task, and lead others effectively.
- Degree in Accountancy or Business Administration.
- Certified Public Accountant.
