Program Security Compliance Officer

Key Responsibilities:
The selected candidate will be responsible for understanding, executing, and ensuring adherence to the Department of Defense (DoD) Manual Volumes 1-4, the National Industrial Security Program Operating Manual (NISPOM), Intelligence Community Directives (ICDs), and other relevant security guidelines.
Provide expert security advice concerning program activities.
Formulate, secure approval for, and enforce security protocols, procedures, and documentation tailored to the program, including Standard Operating Procedures (SOPs), Operation Security (OPSEC) Plans, and Concept of Operations (CONOPs).
Design, refresh, and manage security education, training, and awareness initiatives, including program briefings and debriefings.
Conduct self-assessments and suggest/implement corrective measures.
Engage in Government Inspections and execute necessary corrective actions.
Administrative Duties:
Handle personnel processing, visitor management, conduct program-related investigations, manage Top Secret (TS) accountability, and oversee the dispatch and receipt of program documents/materials while resolving related security concerns.
Maintain and cultivate productive relationships with internal and external stakeholders, colleagues, and senior management across various program locations and business units.
Assist in preparing presentations for program status updates and reviews (both internal and external).
Ensure compliance with all applicable governmental and corporate regulations.
Oversee special access program facility management in line with Intelligence Community Directive (ICD) 705 regarding physical security and construction requirements for Special Access Program Facilities (SAPFs) and Sensitive Compartmented Information Facilities (SCIFs); submit preconstruction and accreditation documentation, including Fixed Facility Checklists (FFCs) and Tempest assessments.
Demonstrate the ability to collaborate across various organizational levels, from individual contributors to senior executives.
Basic Qualifications:
- Must be a U.S. Citizen.
- Possess an existing TOP SECRET Clearance with a Single Scope Background Investigation (SSBI) completed within the last five years.
- Exceptional interpersonal, communication, computer, and writing skills, along with a professional demeanor.
- Strong teamwork capabilities and comprehension of team dynamics.
- Ability to manage multiple tasks simultaneously.
- Self-motivated with minimal supervision required.
- Meticulous attention to detail and commitment to follow-through on tasks.
- Capability to plan, schedule, and coordinate activities to achieve objectives.
- Ability to devise and implement solutions for complex challenges.
- Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, etc.).
- Excellent written, verbal, and presentation skills.
- Willingness to work extended hours in a fast-paced, deadline-oriented environment.
- Willingness to travel for business purposes.
- Ability to exercise tact, discretion, and diplomacy when interacting with all employee levels.
- Strong interpersonal skills and a professional appearance.
- Must be able to obtain and maintain all necessary access as required by the programs.
- Prior experience and/or training in Communications Security (COMSEC).
- Previous experience as a Contracted Program Security Officer (CPSO).
Preferred Qualifications:
- Experience in Special Program Environments and familiarity with government guidelines, including NISPOM and relevant DoD Volumes.
- Security-related certifications and training courses.
- Experience with Security Information Management Systems (SIMS) and Joint Personnel Adjudication System (JPAS) databases.
- Working knowledge of the Joint SAP Implementation Guide (JSIG).
Education:
A Bachelor's degree with a minimum of 5 years of relevant experience is preferred.
Special Requirement:
This position necessitates the ability to obtain and maintain a TOP SECRET clearance with Sensitive Compartmented Information (SCI) access.
