Position Type:
Non-exempt; full-time; 40 hours per week; Monday through Friday; 8:00 a.m. – 5:00 p.m.

This role involves performing legal administrative functions, conducting research, and managing requests for audio recordings and transcripts related to all Circuit Court proceedings. Oversight is provided by the Deputy Court Administrator.


As per Section 2-501 of the Courts and Judicial Proceedings Article of the Annotated Code of Maryland, this position operates at the discretion of the Circuit Court Judges.

This indicates that the position is at will, allowing either the employee or the court to terminate the employment relationship at any time, with or without cause.

Job Responsibilities:
1. Receive, research, and process all transcript and audio recording requests through an online platform.
2. Maintain, preserve, and store recording logs, audio downloads, CDs, printed transcripts, and outdated recording systems.
3. Manage both manual and digital documents, databases, files, and records, including PDF versions of transcripts produced by an outsourced vendor.
4. Prepare audio downloads of court proceedings for an outsourced vendor to produce requested typed transcripts in a timely manner.
5. Distribute audio downloads of court proceedings to parties or interested individuals upon request.
6. Provide cost estimates for audio recording requests.
7. Ensure printed/typed transcripts are filed in the corresponding electronic case database for appealed cases.
8. Manage all invoicing and payments received for audio recording requests via the county's online platform.
9. Properly seal any audio record of court proceedings in cases that become expunged by Court Order.
10. Stay updated on Maryland Law and Rule changes regarding transcript and audio recordings of court proceedings.
11. Develop best practices and policies for maintaining the Court's official audio record and providing transcripts or audio recordings in compliance with applicable law.
12. Compose, type, and sign correspondence to requesting parties and outsourced vendors, as well as justice partners.
13. Communicate effectively with legal professionals, justice partners, and the public regarding procedures, costs, and timelines for transcript and audio recording requests related to official court proceedings.
14. Compile and prepare data and statistics for reporting as needed.
15. Perform other related tasks as required.

Minimum Qualifications:
Associate's degree from an accredited community college or paralegal certification.
Minimum of 2 years of progressively responsible administrative work experience, including experience in a court or legal environment.
Intermediate skills in Microsoft Office Suite.

Additional related work experience may substitute for a portion of the education requirement.

KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of legal terminology.
Discretion and good judgment in handling sensitive information and confidential matters.
Ability to effectively organize work, prioritize tasks, perform multiple tasks concurrently, and complete assigned duties with minimal supervision.
Ability to develop and maintain effective working relationships with coworkers, other government agencies, and the public, while maintaining a professional demeanor.
Strong spoken and written communication skills, including grammar, punctuation, spelling, and composition.
Ability to create, update, and maintain manual and digital files, records, and online database systems.

PREFERENCE MAY BE GIVEN FOR:
Experience in a law office or paralegal certification.
Experience with Maryland Judiciary.
Experience working with the Maryland Electronic Court/Odyssey system.
Advanced proficiency in Microsoft Office Word.

PHYSICAL DEMANDS/WORKING CONDITIONS:
While in this position, the employee is required to sit constantly and perform repetitive motions; occasionally walk and reach; and rarely stoop, lift up to 20 pounds, and drive.
While in this position, the employee is required to work indoors constantly.
Availability to work evenings and varied hours as needed.
