Job Summary

We are seeking a highly skilled Budget Operations Officer to join our team at the Virginia Department of Human Resource Management. As a key member of our finance team, you will be responsible for providing leadership and oversight for the budget development and management functions for the agency.

Key Responsibilities
  • Develop and implement high-level budgetary controls for all budgetary functions within the agency and its regulant licensing boards.
  • Provide strategic financial guidance to enhance operational efficiency within the agency's available resources.
  • Coordinate with multiple levels of management within and outside of the agency to gather, analyze, and prepare recommendations regarding financial trends, future requirements, and operational forecasts and projections.
  • Perform cost analyses during budget development in the justification of agency initiatives to help ensure the adequate evaluation, management, and control of all agency financial resources.
  • Coordinate budgetary teams in creating and uploading department operating budgets to determine policy and fiscal impacts concerning the management of those operating funds.
  • Prepare all budget development submission packets to the Department of Planning and Budget (DPB) including all base and budget adjustments, decision packages, and other exercises as required.
  • Act as the agency's senior advisor for DPB submissions and inquiries.
Requirements
  • Experience with program budget planning, development, evaluation, and execution.
  • Working knowledge of the principles and practices of policy analysis, legislative practices, cost analysis, and financial planning.
  • Experience with data analysis.
  • Experience with cost analysis.
  • Experience with state accounting and agency-wide expenditures.
  • Strong experience in Cardinal Financial.
  • Strong experience with eVA.
  • Considerable experience and skill in the use of personal computers software and financial management systems.
  • Experience developing and executing data queries and assembling and analyzing results to interpret financial information.
  • Strong experience in Microsoft Excel (including Macros).
