Job Title: Director, Finance and Administration

At Rappahannock Area Community Services Board, we are seeking a highly skilled and experienced Director of Finance and Administration to lead our financial management operations.

Job Summary

The Director of Finance and Administration will oversee the financial, accounting, procurement, and property management functions of the agency. This includes managing the accounts payable, payroll, internal auditing, billing, and reimbursement administration, as well as maintaining accounting, financial, audit, and tax records.

Key Responsibilities
  1. Oversee the preparation and revision of the agency's performance contract with DBHDS and related documents.
  2. Prepare and administer the agency's annual budget, ensuring compliance with state and federal regulations.
  3. Negotiate and prepare agreements with third-party payers, such as Medicaid and Medicare.
  4. Prepare revenue and expense reports for various funds and oversee the preparation of annual financial statements and work papers.
  5. Coordinate audits with outside CPAs and prepare reports for the Agency's Board.
  6. Review and approve accounting, reimbursement, procurement, and property management purchases.
  7. Administer the agency's system of procurement reviews, evaluate and negotiate contracts, and screen requisitions for the purchase of goods and services.
  8. Oversee property management functions, including the administration of the USDA program at Kenmore.
  9. Monitor agency cash flow and advise on timing of investments to maximize interest.
Requirements

The ideal candidate will have a Master's Degree in Finance, Accounting, Business Administration, or a related field, and extensive experience in the financial management of a public-service organization, including considerable experience in public procurement and some experience in real estate management.

The successful candidate will possess thorough knowledge of budget, fiscal, and accounting management theories, principles, and practices, as well as knowledge of public accounting principles, laws, regulations, and practices.

They will also have the ability to establish and maintain effective working relationships with staff and other agencies, plan the work of, supervise, and evaluate the work of a professional staff, and communicate effectively orally and in writing.
