Job Summary

We are seeking a highly skilled and experienced Right-of-Way Services Supervisor to join our team at the City of Raleigh, NC. As a key member of our Transportation Services department, you will be responsible for providing administrative and technical support for the Right-of-Way Services group, promoting the group's mission, and overseeing the day-to-day activities of the team.

Key Responsibilities
  • Review and permitting of all temporary occupancies with the public right-of-way to ensure compliance with the Americans with Disabilities Act of 1990 and the Manual on Uniform Traffic Control Devices.
  • Review and permitting of all encroachments into, or private uses within, the public right-of-way, including private utility infrastructure, private development infrastructure, and private business accessories.
  • Facilitation of the Street Closure and Street Name Change processes that require legislative consideration and action by the City Council.
  • Responding to citizen complaints and enforcement of the City's codes regarding work within the public right-of-way.
  • Coordinating and participating in meetings with external and internal customers to handle construction-related services and issues.
  • Performing complex work associated with employee and customer training needs, including designing, implementing, and facilitating right-of-way services training programs and process improvements.
  • Assisting in developing public information resources regarding the City's right-of-way services review and approval processes.
  • Scheduling and facilitating meetings with contractors, developers, stakeholders, and related work groups, providing documentation of meeting decisions.
  • Serving on the management team with various trade supervisors and managers, coordinating projects with all City departments and outside agencies.
  • Analyzing and facilitating the resolution of complex problems requiring multi-department cooperation, identifying solutions, projecting consequences of proposed actions, and implementing recommendations in support of goals.
  • Providing knowledgeable, technical guidance and advice to City staff, other government agencies, private businesses, and citizens.
  • Effectively presenting information to developers, design professionals, contractors, and City staff, clearly presenting technical information in oral, written, graphic, or other forms.
  • Establishing and maintaining effective working relationships with department management and staff, contractors, and others encountered during work.
  • Helping evaluate the team's performance, developing internal procedures for consistency and expediency, and acting as liaison between multi-departments and the Policy Setting Operational Department and the customer.
  • Responsible for timely referrals of calls for interpretation to and from the Operational departments and retrieval of those interpretations within a benchmarked/standard period.
  • Coordinating and integrating the work of a multi-departmental task force engaged in construction inspections and code enforcement, monitoring plans, examining, permitting, and inspections related services to ensure stated service goals are attained.
Requirements
  • Bachelor's degree in engineering or a directly related field, five years of professional engineering and/or construction/project management experience, and two years of supervisory experience.
  • OR an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
  • Valid North Carolina Class C Driver's license with a satisfactory driving record, or the ability to obtain within 60 days of hire.
Preferred Qualifications
  • Registration as a Professional Engineer (PE) in the State of North Carolina.
